Director (PE), Public Infrastructure, Corpus Christi, TX

Halff is seeking a highly skilled Civil Engineering Director to join our Public Infrastructure team in Corpus Christi, TX. The ideal candidate will have at least 20 years of experience in delivering public infrastructure utilities, local infrastructure and land development projects, an established network of municipal clients, and knowledge of established practices in regional clients' rotation lists, on-calls and pre-qualification pools in the Texas Coastal Bend area. This position will entail the leadership of a Public Infrastructure team, training and mentorship of team leaders and civil engineering staff, and oversight of large/complex projects. This role will require the design and management of civil engineering projects and related pursuits. What you will do

• Lead and manage multiple teams of engineers and/or other professional/technical staff within their discipline, providing guidance, mentorship, and support.

• Set performance goals, conduct regular performance evaluations, and identify areas for improvement.
• Implement and uphold rigorous quality control processes to ensure project deliverables meet high-quality standards.
• Oversee the planning, design, and implementation of projects within their discipline, ensuring timely and cost-effective completion.
• Review and approve designs, calculations, and drawings to ensure compliance with industry standards and client specifications.
• Stay updated on the latest advancements in technologies and methodologies within the discipline and apply them to enhance project outcomes.
• Collaborate with business development teams to prepare proposals, presentations, and bids for potential projects.
• Establish and maintain strong relationships with clients to understand their needs, address concerns, and identify new business opportunities.
• Develop and maintain a robust network of municipal clients and teaming partners
• Ensure all projects adhere to relevant codes, regulations, and safety guidelines.
• Identify potential projects within the region and initiate implementation strategies for successful awarding of new design contracts
• Utilize a deep understanding of principles and best practices within the discipline, to guide project teams effectively.
• Business development activities including client relationship building
• Monitor project progress, address any issues or obstacles, and provide strategic solutions to ensure successful project execution.
• Develop project scopes, professional services fee development, and staff projections
• Coordinate with clients, stakeholders, and project teams to understand project requirements and deliverables.
• Produce winning project proposals as lead professional/project manager
• Support leaders of multiple teams producing public works projects
• Supervise direct reports (Team Leaders)
• Train and coach Team Leaders and Production staff
• Manage project administration and supervision
• Work in a collaborative team environment with multiple offices and various disciplines
• Oversee large scale, complex, multi-discipline projects
• Drive sales growth, coach strong financial project performance, and monitor other key metrics

What you will need

• Bachelor's or master's degree in civil engineering or ABET accredited equivalent engineering degree
• Professional Engineer (P.E.) License in Texas
• At least 20 years of experience in utility and public infrastructure design, local infrastructure, public works, municipal roadway, trails, drainage, and land development projects
• AutoCAD Civil 3D experience
• Strong technical writing and communication skills
• Outstanding communication and interpersonal skills, with the ability to engage with clients, team members, and stakeholders effectively.
