Job summary

The NYC Health Department's Office of General Counsel seeks an Executive Agency Counsel to lead the Enforcement Unit and oversee administrative litigation ensuring citywide compliance with public health laws. The attorney will handle hearings, draft legal papers, and coordinate with city/state agencies.

The role emphasizes strategic case management, supervision of lawyers, and liaison with the Law Department, with travel to courts in NYC as needed. Residency not required.

Qualifications

• Admission to the NYS Bar and four years of relevant legal experience since admission, with at least 18 months supervising others.
• Experience in administrative, managerial or executive capacity or performing highly complex legal work.
• Incumbents must remain members of the NYS Bar in good standing.
• Residency requirement: New York City residency is not required.

Responsibilities

• Represent the agency at hearings, conferences and trials before OATH, including case management and settlement negotiations.
• Research and prepare briefs, appeals, orders and other legal papers related to enforcement cases.
• Receive and assess complaints with Department programs to determine enforcement action.
• Work with Department programs to strengthen enforcement and identify areas for enhanced action.
• Liaise with Law Department, state and city agencies.
• Travel to courts in New York City when needed.
• Maintain confidential information and monitor deadlines; prepare summaries.
• Attend to ad hoc projects and tasks to ensure continuity of operations within OGC.
