Job description

Location: Alternate locations may be considered. This position will work a hybrid model (remote and office). The ideal candidate will live within 50 miles of one of our PulsePoint locations.

The Director Proposal Strategy is responsible for the planning and direction of proposal development and strategy for Medicaid and Duals business. The ideal candidate will have strong leadership and organizational skills to manage proposal strategies for Medicaid and Duals, experience overseeing the proposal process, conduct market research, collaborate with senior management, and manage staff and resources.

How you will make an impact:

Plans, organizes, and manages the work of the Proposal Management unit to support Medicaid, Duals, and specialty products business acquisition in new and existing markets.

Oversees all aspects of the proposal development process.

Develops bid strategies and strategic positioning of growth opportunities on individual RFPs, RFIs and other sole source opportunities.

Conducts in-depth strategic/market research.

Provides analytical and strategic development support, including the analysis and synthesis of business, technical, and government documents with a high attention to detail.

Works closely with senior management, health plan leaders, and broad cross-functional staff.

Serves as primary interface to the Business Owners and Functional Leaders during the proposal development process.

Manages contracted/outsourced resources to augment existing staff to respond to proposals.

Hires, trains, coaches, counsels, and evaluates performance of direct reports.

Requires a BA/BS degree in a related field and a minimum of 7 years of related experience including prior leadership experience; or any combination of education and experience, which would provide an equivalent background.

Preferred Skills, Capabilities, and Experiences:

Minimum of 3 years direct leadership experience is highly preferred.

Proven adaptability and agility, with the capability to modify plans and strategies to meet evolving business needs preferred.

Experience in leading within complex, matrixed environments, focusing on developing and managing vertical capabilities preferred.

Skill in fostering alignment and integration to ensure the team culture aligns with the organization's structure and values preferred.

Proficiency in cultivating a highly collaborative environment, championing a dotted line reporting model preferred.

Leadership experience working in the managed care/healthcare insurance industry preferred.

Proven experience and knowledge in developing large complex bid responses is highly preferred.

Exceptional strategic thinking, decision-making, problem-solving skills, and adaptability highly preferred.

Experience interacting confidently with senior management and executive level stakeholders, as a subject matter expert and comfortable with influencing decision-making preferred.

Excellent written, oral, presentation and interpersonal communication skills with the proven ability to negotiate expectations between multiple parties strongly preferred.

Proficient of Microsoft Office products Excel, Teams, Outlook, PowerPoint, and Word strongly preferred.

For candidates working in person or remotely in the below location(s), the salary* range for this specific position is $159,600 to $273,600
