We are looking for a Director, Proposal Management to support ICF’s public sector major deal pursuits. The Director will lead all aspects of developing compelling, high-quality, and compliant proposals in response to large, complex, or strategic requirements within ICF’s Enterprise Proposal Center. This position can work remotely from anywhere in the United States.

Responsibilities:

  1. Collaborate with senior executives, management teams, functional stakeholders, BD leads, partners, and subject matter experts to provide proposal leadership, support, and overall direction for ICF’s pursuits.
  2. Support the facilitation of solution development, message development, SWOT analysis, competitive analysis, and other capture-related activities.
  3. Manage the proposal process from pre-RFP activities through final production and closeout processes.
  4. Partner collaboratively with the Technical Lead.
  5. Analyze RFPs and develop compliance documents, outlines, formats, and final products.
  6. Lead and coordinate proposal sections for non-technical areas, including management, past performance, and staffing.
  7. Develop schedules and manage all color reviews and final production.
  8. Facilitate color review in-briefs and out-briefs, guiding writers throughout the process.
  9. Assist in assembling proposal writing, editing, formatting, and graphics resources.
  10. Work closely with graphic design and formatting teams to create visually compelling documents.
  11. Engage with contracts and pricing teams to ensure sections are on track and aligned with the technical proposal.
  12. Manage and support preparation for interviews and oral presentations.
  13. Continuously assess and improve proposal processes and techniques.
  14. Manage people, process improvement workstreams, and/or special projects.
  15. Serve as a color team reviewer and/or a compliance reviewer for other proposal managers’ proposals.
  16. May manage multiple pre-RFP and/or live proposals simultaneously.

Basic Required Qualifications

  • A bachelor’s degree with a minimum of 10+ years of experience managing large, complex proposals, including:
  • Extensive experience with all aspects of proposal management, preparation, development, and production.
  • Experience managing people and processes.
  • Proven success in developing high-scoring public sector proposals over $50M.
  • Strong leadership and team management skills.
  • Proposal editing and writing experience.
  • Sound business ethics, including protecting proprietary and confidential information.

Preferred Qualifications

  • Experience using Generative AI in proposal development.
  • Experience with digital modernization proposals and technical challenges.
  • High attention to detail and commitment to quality.
  • Proficiency in MS Office Suite, SharePoint, and MS Teams.
  • Excellent communication skills, both verbal and written.
  • Collaborative work style and ability to work with geographically dispersed teams.
  • Willingness to multi-task and meet deadlines, including nights, weekends, and holidays.
  • Positive demeanor operating in high-pressure environments.
  • Experience with federal, state, and local public sector proposals.
  • Strong organizational, analytical, problem-solving, and decision-making skills.
  • Experience coaching oral presentations.

Pay Range

The pay range for this full-time position is $89,203 - $183,491, considering factors like experience, skills, location, and certifications.
