L3Harris Technologies is seeking a Director of Program Management Excellence to lead the PMX team for the ISR Sector, guiding program management across a multi-billion portfolio. The role requires extensive program management, EVMS, and leadership experience with a focus on cross-functional collaboration and executive-level communication.

Qualifications

• Bachelor’s Degree and minimum 13 years of prior relevant experience.
• Graduate Degree and a minimum of 15 years of prior related experience.
• In lieu of a degree, a minimum of 19 years of prior related experience.
• Demonstrated business acumen and highest level of technical mastery in the function.
• Demonstrated program management, proposal management, program planning, and EVMS experience.
• Demonstrated ability to present to executives/management on important topics.
• Demonstrated ability to work independently and cross-functionally across geographically dispersed teams.

Responsibilities

• Lead the PMX team for the ISR Sector and drive program management best practices across the portfolio.
• Oversee program execution and performance analysis across division programs.
• Coordinate training, rotations, and certifications for PMX personnel.
• Ensure executable baseline plans (cost and schedule) with PMX leads.
• Organize gate reviews, risk registers, and PMO tools deployment across the sector.
• Collaborate with Segment and Corporate PMX to develop policy, tools, and training.

Job Description:

Lead the Program Management Excellence (PMX) team for the ISR Sector, guiding the program management function across a $4B+ business portfolio. This role is responsible for building and developing high-performing teams, advancing people, processes, and tools, and promoting program execution best practices across the Aerospace & Defense business. The position partners closely with cross-functional leaders to drive continuous improvement and strengthen program team performance across the sector.

Essential Functions:

• Ability to obtain a US Secret security clearance.
• 25% travel based on business needs (CONUS or OCONUS).
• Oversee predictable program execution across Division Programs.
• Oversee Program Performance Analysis / Reporting for the Sector.
• Partner with program PMX leads to ensure executable baseline plans (cost and schedule).
• Drive R&O best practices into execution across all programs for the Sector.
• Oversee PMX leads Manage Division PM training.
• Program Leadership Team (PLT) Certification program.
• Program Management (RPM) rotational program.
• Oversee coordination of training requirements and training instruction for program teams.
• Training metrics.
• Organize Gate and Independent Reviews for the Sector.
• Own implementation of tools across the Sector.
• Opportunity & Risk Register.
• Schedule Metrics Analysis & Reporting Tool (SMART).
• Program Health Dashboard (PHD) & Automated Program Review Template (PRT).
• Support various sectors and division reviews.
• Ensure appropriate PMO staffing for program proposals, baseline activities, and execution.
• Enforce Program Management policy and process requirements.
• Coordinates and adjudicates PMX support priorities.
• Collaborate with Segment and Corporate PMX function to develop and disseminate policy, tools, and training.

Preferred Additional Skills

• Experience managing Profit & Loss (P&L).
• Experience providing instructional training to program team(s).
• Knowledge of Business Intelligence (BI) tools such as Tableau, PowerBI, etc.
• Knowledge of the Business Acquisition Process (BAP).
