Job summary

BWX Technologies, Inc. (BWXT) is seeking a Director of the Program Management Office to lead enterprise governance, scheduling, cost and risk across enrichment programs.

The successful candidate will build a high‑performing PMO aligned with federal standards and BWXT governance, accelerating LEU/HALEU/HEU production through disciplined execution and cross‑functional coordination.

Qualifications

  • Bachelor’s degree in engineering, business, or related field required.
  • 12+ years leading large PMOs or program controls in regulated environments.
  • Experience with DOE/NNSA programs and nuclear industries is preferred.
  • Strong governance, scheduling, risk, and cost management capabilities.

Responsibilities

  • Lead the EO PMO and mature it into a high‑performing organization.
  • Implement IMS, baseline management, change control and reporting.
  • Govern project initiation, execution, monitoring and closeout.
  • Build and maintain the EO Integrated Master Schedule.
  • Coordinate schedule integration across engineering, ops and licensing.
  • Own cost baselines, forecasting and EVMS reporting.
  • Drive risk governance and monthly leadership reporting.
  • Lead IBRs, MPRs and DOE/NNSA customer reporting cycles.
  • Develop enterprise risk framework with mitigations and root‑cause analysis.

Position Overview

BWXT Enrichment Operations (EO) is establishing a world‑class Program Management Office to enable the successful industrialization, deployment, and operation of the nation’s next‑generation enrichment enterprise. The Director of the PMO will serve as the senior executive responsible for enterprise‑level program governance, program controls, integrated master scheduling, risk management, cost/schedule baselining, cross‑functional alignment, and customer reporting across all enrichment programs.


This leader will create and mature EO’s PMO into a high‑performance organization aligned with federal standards such as NNSA’s Enhanced Management B framework, GAO program‑management guidelines, DOE/NRC oversight expectations, and BWXT governance principles.


The Director will ensure EO can accelerate LEU, HALEU, and HEU production by 10 years through disciplined execution, cross‑organizational coordination, robust risk governance, and predictable delivery across a multi‑billion‑dollar enterprise spanning design, manufacturing, nuclear licensing, construction, and operations.

Your Day to Day as the Director, Program Management

Program Governance & Controls


  • Establish and lead the enterprise Program Management Office (EO PMO) covering CMDF, CMF, PEO, OREO, EEO.

  • Implement program‑management frameworks, including Integrated Master Schedule (IMS), baseline management, change control, and reporting systems.

  • Develop and enforce governance for project initiation, execution, monitoring, and closeout to ensure consistent and compliant delivery.


Integrated Master Scheduling & Enterprise Planning


  • Build and maintain the official EO Integrated Master Schedule linking technology maturation, manufacturing scale‑up, licensing, construction, and enrichment operations.

  • Coordinate schedule integration across engineering, operations, safety basis, licensing, supply chain, construction, and quality.

  • Lead schedule risk analysis, critical path modeling, resource planning, and recovery strategies.


Cost & Performance Management


  • Own enterprise cost baselines, forecasting methodology, and earned‑value management (EVMS) reporting.

  • Oversee variance analysis, corrective‑action plans, performance metrics, and leadership reporting for BWXT and federal customers.

  • Lead Integrated Baseline Reviews (IBRs), EO executive Monthly Progress Reviews (MPR), and customer reporting cycles.


Risk & Opportunity Management


  • Develop EO’s enterprise risk framework including risk registers, burn‑down tracking, mitigation planning, and root‑cause analysis.

  • Oversee quantification of technical, schedule, cost, regulatory, and supply chain risks.

  • Drive cross‑functional risk ownership and monthly risk summits across EO.


Cross Functional Technical Integration


  • Coordinate deeply with engineering, operations, nuclear safety, security, quality, and supply chain to ensure alignment of program execution.

  • Maintain configuration control of technical baselines across design, manufacturing, and facility deployments.


Regulatory & Customer Alignment


  • Support licensing schedules, readiness assessments, NRC interactions, DOE/NNSA data calls, audits, and performance reviews.

  • Ensure PMO documentation meets DOE, NRC, QA, and BWXT governance requirements.


Leadership, Culture, and Organizational Development


  • Build EO’s PMO team, including Program Controllers, Master Schedulers, Risk Managers, and Project Managers.

  • Mentor PM1–PM5 personnel and develop professional pathways for PMO staff.

  • Establish a culture of transparency, disciplined execution, and mission‑first alignment.


Required Qualifications


  • Bachelor’s degree in engineering, business, project management, or related field.

  • Minimum 12+ years leading large‑scale PMO, program management, or project controls organizations.

  • Demonstrated success managing federal programs >$250M+ (preferred >$1B).

  • Proven experience implementing integrated master schedules and enterprise program controls.

  • Experience with DOE or NNSA programs, NRC licensing environments, nuclear manufacturing, defense programs, or highly regulated industries.

  • EVMS mastery (DOE‑compliant) and expert proficiency with Primavera P6/MS Project.

  • Ability to communicate at executive and federal leadership levels.

  • Must be able to obtain and maintain a U.S. Department of Energy (DOE) security clearance level Q (active clearance strongly preferred).


Preferred Qualifications


  • Advanced degree (MS/MBA).

  • PMP or PMI‑SP certification.

  • Experience delivering programs involving nuclear facilities, NEPA, NQA‑1, DOE Orders, and NRC regulatory processes.

Pay: $200,000- $271,000


The base salary range for this position in Tennessee (US‑TN) at the start of employment is expected to be between $200,000 and $271,000 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job‑related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment. If hired, the selected job candidate will be employed 'at-will,’ unless employed at a location and in a position subject to a collective bargaining agreement. The company further reserves the right to modify base salary (as well as any other discretionary payment, compensation or benefit program) at any time, including for reasons related to individual performance, company or individual department/team performance, and other market factors.
