Job summary

Socket.dev is seeking a Director of Preconstruction to lead pursuit efforts for large-scale power projects in the United States. You will manage preconstruction activities, develop budgets, guide design development, and coordinate with engineers, estimators, and clients to craft competitive bids.

You will build client relations, drive risk assessment, and oversee delivery strategies from pursuit through hand-off to construction.

Qualifications

  • Bachelor's degree in engineering or construction management is required.
  • 15+ years in project pursuits, estimating, PM, or business development.
  • 10+ years in project/program leadership for large power projects (> $100M).
  • Experience delivering projects in a union environment is a plus.

Responsibilities

  • Oversees project pursuit efforts with proposal manager, lead estimator, BD manager and sponsor.
  • Collaborates with Business Development to identify opportunities and submits proposals within budgets and timelines.
  • Develops and monitors pursuit timeline and deliverables; attends schedule and proposal meetings.
  • Reviews design schedule and construction plans to identify cost savings and optimize quantities and materials.
  • Develops project-specific client management strategy and manages client expectations.
  • Works with engineers and estimators to develop the budget and final bid price.
  • Supports hand-off from bid to construction and initial client relations during early construction phases.

Overview

Are you ready to take the lead in shaping transformative projects from the ground up? As a Director of Preconstruction, you will manage the preconstruction activities for a division during the pursuit and preconstruction contract phases. Your expertise in estimating, design development and client relations will set the foundation for success. Collaborate with industry experts and committed teams to make a real impact on project outcomes.

What you will be doing
  • Oversees project pursuit efforts by working closely with proposal manager, lead estimator, business development manager and project sponsor.
  • Works with Business Development team to identify opportunities, recommends partnerships for Company pursuit, and coordinates partnership teams to submit proposals within prescribed budgets and timelines.
  • Develops and monitors pursuit timeline and deliverables, attends all schedule and proposal meetings to ensure submission will include all necessary data and documentation.
  • Reviews design schedule and construction plans to identify cost savings opportunities within the contract specifications by adjusting quantities, estimate materials or alternative construction methods.
  • Work with design managers to develop the best possible technical solution.
  • Develops project specific client management strategy. Manages client expectations and communication based on contract specifications and needs of the Owner.
  • Works closely with engineers and estimators to develop the budget and secure the final bid price for the pursuit.
  • Supports the project hand-off between the bid and construction teams to ensure proper execution of construction plans and client expectations. Supports project management team with client relations during the initial phases of project construction, as needed.
What we are looking for
  • Bachelor's Degree in Engineering, Construction Management, a related field preferred.
  • 15+ years’ experience related to project pursuits, including estimating, project management or business development required.
  • 10+ Years expereince in Project/Program leadership roles workingon Power projects excess of $100m is required
  • Prior experience delivering projects in a union environment will be highly regarded.
  • Adbility to demonstrate prior experience building effective relationships with client & owners is required.
  • Project Management experience required.
  • Alternative delivery experience required.
  • Understand strategy and contracts, clients and sub-contract negotiations.
  • Able to identify and interpret risk strategies.
  • Demonstrated leadership, communication, conflict resolution and interpersonal skills required.
  • Demonstrated negotiation skills, including experience negotiation matters on behalf of the JV as they relate to cost, schedule & contract matters with owner, partners and subcontractors.
  • In-depth understanding of contract procurement including design-build and P3 pursuit process for heavy civil infrastructure projects.
  • Demonstrated experience leading partnering and teaming agreements.
  • Understanding of cost estimating practices, development and implementation.
  • Strong communication and organizational skills required.
  • Above average planning and organizational skills preferred.
