Qualifications

  • Requires a 4-year degree in Construction Engineering, Construction Management, or Estimating or 15+ years of equivalent experience.
  • Experience leading a team and implementing continuous improvement strategies.
  • Strong written and verbal communication skills are mandatory.
  • Experience with multitasking and delegating tasks.
  • Experience leading bids/proposals up to $300 Million is desired.
  • Conceptual phase of proposal assembly is required.
  • Advanced Microsoft Excel skills (VLOOKUP, linking sheets, formulas) and familiarity with construction software/tools.
  • Strong understanding of construction processes and on-site experience.
  • Excellent presentation abilities within the organization and to external stakeholders.

Responsibilities

  • Assist daily management and coordination of the preconstruction phase to meet contracting, scheduling, estimating, and bidding objectives.
  • Oversee development of construction estimates, cost breakdowns, and final summaries for VP approvals.
  • Support sales efforts by aligning design/engineering with budget and identifying cost-saving options.
  • Coordinate bid package preparation and subcontractor assessments; ensure adequate documentation for estimating.

In an integrated design build project delivery approach such as The Austin Method, a well-orchestrated and strategic approach to assisting the V.P of Preconstruction. The Director of Preconstruction Services will be an important and strategic partner with the Directors of Project Planning and Project Executives.

Requirements
  • Normally requires a 4-year degree in Construction Engineering, Construction Management, Construction Estimating or similar, 10+ years of experience in commercial/industrial construction proposal assembly, and 5+ years of supervisory experience OR 15+ years equivalent education and experience
  • Experience leading a team and implementing continuous improvement strategies
  • Strong written and verbal communication skills are mandatory
  • Experience with multitasking and delegating tasks
  • Experience leading bids / proposals in value up to $300 Million is desired
  • Experience with the conceptual phase of proposal assembly is required
  • Strong Microsoft Excel skills including compound formulas, linking sheets and workbooks, Vertical look ups, horizontal look ups, circular reference calculations, concatenate function, etc. are necessary
  • Strong computer skills, including strong experience with web-based applications are required
  • Strong understanding of construction processes including on site experience
  • Strong presentation skills within the organization and to individuals outside of the organization
Essential Functions

  • Assisting in the daily management, supervision, coordination, and successful completion of the preconstruction phase of the projects to meet the objectives with respect to contracting, scheduling, estimating, and bidding. This individual will coordinate with the Project Executives as assigned to make sure that estimates, schedules, procurement and construction support staffing are optimized for the particular project being planned.
  • The candidate will oversee the development of construction estimates including general conditions, insurance, taxes and bonding; prepare final estimate summaries, cost breakdowns and analyses, that will be included in reports or other documents submitted for the VP of Preconstruction review and approval; final review of all Step 1 reports with the VP of Preconstruction, Project Executives, Directors of Planning and others to ensure the scope of work defined in the report aligns with the estimated cost; present estimates and cost breakdowns to clients; review contract language and advise the VP of Preconstruction and SVP Finance of contractual risks and recommend alternate language; review project schedules and assist in the development and maintenance of the Construction Control Schedule.
  • The Candidate will be directly involved in the support of sales efforts and will work closely with design and engineering to assess the direction of design and compare with the probable budget, evaluate various design options to determine the solution that brings the most value to the project, identify early on, specific abnormalities to typical project costs and advise on ways to mitigate the impact of those abnormalities. Along with the Regional Construction Manager, provide constructability reviews of the design and engineering documents periodically throughout the construction documents phase of the project to ensure that the design is consistent with the initial budget.
  • Assign preconstruction management support, oversee the project procurement strategies assigned, and review the subcontractor market to ensure that the approach is in keeping with the scope of work and project risk profile. Review the process of preparation of bid packages between engineering, preconstruction, and project management and the analysis of bids from subcontractors and material vendors. Assure that an adequate and proper number of documents are available for estimating the project.
  • Visit ongoing projects to verify status of estimate vs. project status, meet with the project operations team, view work in place for compliance with the scope and the estimate. Proactively identify and solve problems to minimize risk. Keep current on changes and trends in methods of construction and materials, construction costs, wage rates, fringes, and working rules. Identify and qualify new material suppliers and subcontractors and place into subcontractor database.

The hiring/salary range for this position in California is $187,000 - $280,000 per year. Please note that this is a just a suggested framework and salaries could fall outside of this. The base pay actually offered will take into account internal equity and also may vary depending on the candidate’s geographic region, job-related knowledge, skills, and experience amongst other factors.
