Qualifications

  • Master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; and two years of professional experience in the described areas; 18 months of that experience in an executive/ supervisory capacity.
  • Or a baccalaureate degree and four years of professional experience in the described areas, including 18 months in executive/ managerial capacity.

Job description

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD is seeking a highly skilled, analytical, and leadership-oriented Director of Payroll. In this critical executive role, you will oversee, strategically direct, and manage the comprehensive payroll operations for all active and separated Uniformed and Civilian Members of Service. You will be responsible for ensuring the operational integrity, strict compliance, and precision of six specialized payroll units, handling massive data systems, complex union contracts, and regulatory reporting for tens of thousands of employees.

  • Oversee and direct the operations of the Uniform and Civilian Personnel, Payroll Relations, Check Distribution, Annuity/Welfare, and Leave Integrity Management units. Audit base salaries, step increases, promotions, demotions, and general wage increases (GWIs) for accuracy.
  • Direct the mass onboarding data entry into NYCAPS for incoming Probationary Police Officers (PPOs) and handle transitions of civilian employees (e.g., Cadets, Traffic Enforcement, School Safety) into the active police force.
  • Supervise the calculation and application of complex differentials and adjustments, including Longevities, Neighborhood Policing Differentials, Recurring Night Shift Differentials, Timekeeping Differentials, and assignment-specific pay.
  • Oversee the Leave Integrity Management Section (LIMS) and monitor comprehensive post-separation payroll and time record audits for retired, resigned, and deceased personnel to generate terminal leave, resignation, and balance letters.
  • Monitor the processing of administrative leave penalties and monetary command disciplines issued by the Department Advocate’s Office.
  • Manage the specialized payout of unused FLSA Comp Time, manual leave adjustments, and time restorations related to Workers' Compensation.
  • Direct the distribution of active and separated employee paychecks, paystubs, supplemental checks, and W-2 tax documents.
  • Oversee administration of Commuter Benefits, Direct Deposit, and College Savings Accounts.
  • Coordinate payroll representation at hiring events and handle responses to FOIL and Legal Bureau requests.
  • Supervise the calculation and payout of retention bonuses to various civilian titles and radio bonus lamp sum for all eligible Police Communication Technicians.
  • Direct the processing and payout of union benefits, managing voucher preparations with the Comptroller’s Office and external union entities.
  • Monitor voucher account balances to ensure proper funding for annuity, welfare, and civil legal payments.

In compliance with federal Law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.

Minimum Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
