General Description of Position

The Director of Information Technology (IT) provides strategic leadership, planning, implementation, and oversight of the organization's technology infrastructure, applications, cybersecurity, telecommunications, and IT operations. This position is responsible for ensuring that technology systems support organizational goals, improve operational efficiency, safeguard information assets, and maintain regulatory compliance. The Director of IT leads technology initiatives, manages IT staff and vendors, develops budgets, and serves as a key advisor to executive leadership regarding technology strategy and innovation. key partner in organizational compliance, privacy, security, and risk management within a healthcare environment.

Essential Job Functions

• Develop and execute the organization's IT strategic plan aligned with Clinic objectives.
• Recommend technology solutions that improve efficiency, security, productivity, and service delivery.
• Advise executive leadership on emerging technologies, trends, risks, and opportunities.
• Lead technology transformation and digital innovation initiatives.
• Direct the day-to-day operation of the IT department.
• Ensure reliable performance of networks, servers, cloud services, telecommunications systems, and enterprise applications.
• Establish and monitor service levels to ensure timely support and issue resolution.
• Implement and maintain disaster recovery and business continuity plans.
• Collaborate with Compliance, Clinical, and Executive Leadership to ensure all information systems support compliance with applicable federal and state healthcare regulations.
• Ensure adherence to HIPAA, HITECH, CMS, OIG, and other healthcare privacy and security requirements.
• Serve as the IT lead for healthcare compliance audits, risk assessments, and regulatory reviews.
• Develop, implement, and maintain policies and procedures governing data privacy, security, access controls, retention, and electronic records management.
• Oversee the security and integrity of Electronic Health Record (EHR/EMR) systems and other clinical applications.
• Ensure appropriate user access management, role-based permissions, and audit controls for clinical and administrative systems.
• Partner with Compliance and Human Resources to provide workforce training on cybersecurity, HIPAA privacy, data protection, and acceptable technology use.
• Monitor and investigate potential security incidents, breaches, and unauthorized access to protected health information (PHI), coordinating corrective actions and reporting requirements as necessary.
• Lead annual security risk analyses and remediation efforts to address vulnerabilities and maintain regulatory compliance.
• Ensure business continuity, disaster recovery, and emergency preparedness plans address the protection and recovery of critical clinical and business information systems.
• Oversee network architecture, hardware, software, cloud platforms, and data management systems.
• Ensure scalability, reliability, and security of IT infrastructure.
• Manage software implementation, upgrades, integrations, and system optimization projects.
• Evaluate and recommend technology investments.
• Maintain documentation and evidence required for accreditation, payer audits, and regulatory inspections.
• Collaborate with third-party vendors and business associates to ensure compliance with contractual, security, and privacy requirements, including Business Associate Agreements (BAAs).
• Support organizational quality improvement initiatives through secure and compliant use of healthcare technology and data analytics.
• Monitor changes in healthcare laws, regulations, and industry best practices, recommending and implementing necessary technology and security updates.
• Develop and manage the annual IT operating and capital budgets.
• Negotiate contracts and manage relationships with technology vendors and service providers.
• Monitor expenditures and ensure cost-effective utilization of resources.
• Evaluate vendor performance and service agreements.
• Recruit, train, mentor, and evaluate IT staff.

Minimum Qualifications/Certificates/Licenses/Registrations Required

Bachelor’s degree in information technology, Computer Science, Information Systems, Business Administration, or related field required. Master’s degree preferred. Minimum of 7-10 years of progressive IT leadership experience with a minimum of 3-5 years in management or director-level role supervising personnel. Experience managing network infrastructure, cybersecurity, enterprise systems, cloud technologies, and IT operations. Experience with budgeting, strategic planning, and project management.

Special Instructions

This position requires travel. Employees must provide transportation. If employee operates a personal motor vehicle the employee must possess a current valid Texas driver’s license for the appropriate type of vehicle and Texas Liability insurance. This position requires that an employee’s driving record be verified with law enforcement to ensure compliance with SC’s driving policy. Due to the nature of the position employee will work extended hours or other variations of the usual shift to ensure adequate care for patients and to maintain service to the community to include weekends.
