Job summary

Rhoads Industries, Inc. is seeking a Director of Safety to lead the company-wide health and safety program at our Navy Yard facility in Philadelphia.

The role requires directing safety oversight, audits, and regulatory compliance for OSHA, Coast Guard, and client requirements, while guiding project teams and subcontractors. The candidate will manage safety resources and budgets, develop site safety plans, and serve as the SME on safety matters with clients and regulators.

Qualifications

• Bachelor’s degree in health and Safety, Safety Engineering, Environmental Health, or related field preferred.
• Minimum of 10 years in a safety role with 5+ years in a supervisory or management role.
• OSHA 30 certification within the last five years.
• 40-hour HAZWOPER certificate and annual 8-hour HAZWOPER refresher.
• CPR/First Aid certification or willingness to obtain.
• Excellent written and verbal communication skills.
• Ability to oversee and lead safety training initiatives.
• Excellent time management and organizational skills; detail oriented and efficient.
• Proficient with Microsoft Office Suite or related software.
• Ability to communicate requirements in an industrial environment.

Responsibilities

• Provide health and safety leadership and direction to Division, Department and Project Managers.
• Serve as the health and safety subject matter expert with clients, regulators, and Rhoads staff on projects or proposals.
• Manage health and safety resources and related departmental budgets.
• Oversee corporate health and safety staff and assist in hiring when necessary.
• Establish and maintain relationships with customers, Site Health and Safety Managers, and subcontractors.
• Create, manage and review site safety plans, risk assessments and HASP deviations.
• Appraise and implement new safety regulations relevant to operations.
• Ensure personnel training in emergency response procedures.
• Act as internal incident manager for safety emergencies and injuries.
• Organize safety training and orientation for new staff and visitors.

We are currently looking for a Director of Safety to join our dynamic, fast-paced, and growing team. The Director of Safety is responsible for directing and providing health and safety program oversight for the company. The position oversees development and implementation of behavior-based safety practices, audits functions for health and safety procedure implementation, ensures compliance with corporate, OSHA, Coast Guard, and client safety requirements, and conducting root-cause analysis of health and safety incidents. The Director of Safety monitors and documents the effectiveness of safety control measures used throughout the company and directs Rhoads staff and subcontractors in the implementation of Rhoads’ Health and Safety Program.

What You Will Be Doing

• Provide health and safety leadership and direction to Division, Department and Project Managers.
• Serve as the health and safety subject matter expert with clients, regulators, and Rhoads staff working on projects or designing proposal responses.
• Manage health and safety resources and related departmental budgets.
• Manage corporate health and safety staff. When necessary, plan, request, and assist in the hiring of new personnel.
• Serve as the primary contact on health and safety issues.
• Responsible for establishing and maintaining positive working relationships with Rhoads’ customers, Site Health and Safety Managers, and subcontractors.
• Create manage and review site specific safety plans (SSSP), Job Hazard Analysis, Activity Hazard Analysis.
• Appraise and implement new safety regulations as they relate to Rhoads’ operations.
• Ensure that project personnel are adequately trained in emergency response plan procedures.
• Work as the internal incident manager, ensuring that safety emergencies and injuries are properly
• Oversee, manage and ensure safety orientation for all new Rhoads personnel and visitors as applicable; Reviews safety training and recommend revisions, improvements, and updates; organizes and conduct safety training as necessary.
• Assist in the preparation of new work proposals as solicitations relate to corporate health and safety objectives.
• Reviews all contract documents related to ongoing or proposed work for safety related issues.
• Review subcontractor safety programs; ensure that subcontractor programs are compliant with corporate, OSHA, client or Coast Guard Safety regulations.
• Participate in meetings with field personnel, such as pre-award and pre-construction conferences.
• Conduct safety audits. Audits will include a brief summary report noting any deviations from the HASP and corrective actions that may be necessary to promote the health and safety of workers and the public.
• Ensures compliance with federal, state, and local safety laws, regulations, codes, and rules.
• Identifies opportunities to minimize workplace injuries, accidents, and health problems.
• Performs other related duties as assigned.

Your Background

• Bachelor’s degree in health and Safety, Safety Engineering, Environmental Health, or related field preferred.
• Minimum of 10 years in a safety role with 5+ years in a supervisory or management role.
• Extensive knowledge of safety policies and applicable Occupational Safety and Health Administration (OSHA) standards across all standards; ability to differentiate between applicable standards (1910, 1915, 1926, EM 285-1-1, etc.)
• OSHA 30 certification within the last five (5) years.
• Ability to establish positive relationships with internal and external stakeholders
• 40-hour HAZWOPER certificate and current annual 8-hour HAZWOPER refresher
• CPR/First Aid certification or willingness to obtain.

The Work Environment at Rhoads

• The performance of this position involves exposure to construction or industrial areas where the use of personal protective equipment such as safety glasses, hard hats and hearing protection is required.
• Must be able to work in a variety of physical positions, including sitting, standing, walking, and driving in an automobile
• Will require walking and standing on irregular, uneven surfaces in an industrial setting and possibly at increased heights climbing and descending ladders, ship stairways, and confined spaces.
