Lyons USD 405 seeks a Director of Rice County Special Services Cooperative to lead development, implementation, alignment and evaluation of special education services within RCSSC. The role reports to the Sponsoring District Superintendent of Schools and oversees certified and classified staff.

The position requires a Kansas District Level License and at least three years in special education, with emphasis on collaboration, compliance, data reporting, and program improvement.

Job Title

Director of Rice County Special Services Cooperative

Purpose

Administers, manages, and supervises development, implementation, alignment and evaluation of special education services within the Rice County Special Services Cooperative (RCSSC).

Responsible to

Sponsoring District Superintendent of Schools

Supervises

Certified and classified personnel as assigned by the Superintendent.

Qualifications
  • Must have or be eligible for Kansas District Level License.
  • Must have at least three years experience in special education.
Essential Functions
  • Works productively with both regular education and special education staff and administrators.
  • Takes appropriate action to meet goals and objectives.
  • Complies with, or monitors compliance with all local policies, state and federal laws.
  • Collects and reports data as required.
  • Supports the cooperative and District mission.
  • Promotes positive relationships between all Cooperative stakeholders.
  • Cultivates staff behaviors that promote respect for authority, tolerance of diversity, and appreciation of each student's potential.
  • Works with staff to develop and recommend standard for student learning.
  • Plans inservice activities based on student and staff needs, and insures they are effectively implemented.
  • Recruits, supervises, and evaluates instructional staff in accordance with policy and law.
  • Maintains records as required.
  • Assist with compliance monitoring.
  • Engages in professional growth activities.
  • Uses written and spoken language well.
  • Makes decisions in a timely manner.
  • Delegates tasks when appropriate.
  • Maintains office hours as directed by the Superintendent.
Physical Requirements/Environmental Conditions
  • Must occasionally work in noisy and crowded environments with numerous interruptions.
  • Requires stooping, kneeling, bending, turning, and reaching.
  • Ability to move equipment within the building as required.
  • Requires prolonged sitting and standing, and use of equipment causing eye fatigue.
  • May require physical exertion ranging from limited to extreme.
General Responsibilities
  • Provide leadership to the Rice County Special Services Cooperative.
  • Attends IEP's as administrator when concerns exists.
  • Interview and recommend for employment new special education positions.
  • Develop, maintain, and monitor Individual Education Plans (IEP).
  • Develop, maintain, and recommend contracts with PT, OT, horse therapy, and Swimming, and School Psychologists.
  • Encourage and promote communication and interaction with special education Stakeholders.
  • Monitor and coordinate compliance issues.
  • Attend, coordinate and conduct county administrator meetings (principal and superintendent) as requested by the sponsoring district superintendent of schools.
  • Monitor initial comprehensive evaluation referrals.
  • Work with all appropriate school personnel to develop and Multi-Tier System of Support (MTSS).
  • Assist with parent and staff special education concerns.
  • Attend State Special Education Director/Coordinator meetings in regard to Changes and implementation of IDEA.
  • Attend professional meetings and seminars as they apply to special education.
  • Facilitate the implementation and distribution of written information as it pertains to special education.
  • Coordinate and monitor the Management Information System (MIS).
  • Coordinate and monitor Medicaid Assistance Programs.
  • Develop, maintain, and recommend contracts with Interagency Contracts, Non-Public Contracts and Waivers for certified staff.
  • Coordinate Count Your Kid in screenings.
  • Coordinate and monitor Personnel Report.
  • Supervise, evaluate, and coordinate special education personnel. These duties will include: recommend the hiring and dismissal of special education personnel, evaluate special education personnel, consultation with special education personnel and provide inservice training for special education personnel.
  • Develop, maintain, and submit: State Reports, Program Evaluation, Categorical Aid, Targeted Improvement, State Performance Plan, and Father Initiative Grant.
  • Special Education Budget.
  • 23 Prepares and submits Class Size Case Load documentation, monitor caseloads and classroom numbers.
  • Participate in District Leadership Team meetings as requested.
  • Attends RCSSC District Board of Education (BOE) meetings as requested.
  • Supervise and evaluate the Parents as Teacher (PAT) program.
Term of Employment

210 Days (186 school term + 24 extended days)

Payment Rate

Salary established by the Board

Evaluation

Performance effectiveness will be evaluated in accordance with provisions of the Board of Education Policy of Certified Personnel.
