Description
JOB TITLE: Director of Retail
DEPARTMENT: CBH Inc. / Retail REPORTS TO: CEO
Scope and Summary of the Position

The Director of Retail leads Prairie Island CBH, Inc.'s retail operations, including Island Pezi and approved retail expansion. Reporting to the CEO, the Director is accountable for store profitability, operational consistency, regulatory compliance, and the customer experience. The position directly leads retail store managers and works with Finance, Human Resources, Marketing, IT, the Cultural Coordinator, and Tokahe Distribution as one CBH team.

This role offers the opportunity to shape a growing Tribally owned cannabis enterprise, develop strong retail leaders, and support the Prairie Island Indian Community's economic development. The successful candidate brings proven operating results, sound judgment, and a leadership approach grounded in respect for Tribal sovereignty and Community priorities. Regular on-site leadership and travel between assigned Minnesota locations, including Welch, Mankato, and other approved retail sites, are essential to the position.

Primary Duties and Responsibilities
Retail leadership and financial performance

Set retail operating plans and store standards aligned with the CEO's priorities and approved business plans. Establish clear goals, responsibilities, and timelines for each location.

Own retail profit and loss performance. Develop budgets, sales forecasts, staffing plans, and operating expense controls with Finance, and take action when results fall below approved targets.

Review sales, gross margin, average transaction value, labor costs, inventory turnover, aging inventory, and shrink. Use these measures to improve profitability while maintaining service and compliance standards.

Travel regularly between locations to coach managers, review store performance, evaluate customer service and merchandising, and verify that operating procedures are followed.

Provide the CEO with concise reporting on results, risks, corrective actions, and resource needs. Present retail updates to the Board when requested by the CEO.

People leadership and customer experience

Hire, coach, and evaluate store managers in partnership with Human Resources. Set consistent performance expectations, develop succession plans, and create advancement opportunities for qualified employees.

Build trust through visible leadership, fair decisions, and follow-through. Partner with Human Resources on employee concerns, performance improvement, and consistent application of company policies and Tribal employment requirements.

Align staffing and schedules with customer demand and approved labor budgets. Ensure teams receive documented training in store procedures, product knowledge, responsible sales, safety, and required licensing obligations.

Establish a welcoming, knowledgeable customer experience. Address escalated concerns, use customer feedback to improve service, and ensure product education is accurate and avoids unsupported medical claims.

Inventory and regulatory compliance

Ensure each location follows applicable Tribal law, Cannabis Regulatory Commission requirements, the Prairie Island-Minnesota cannabis compact, and other requirements governing that location. Maintain practical retail standard operating procedures and train teams on changes.

Oversee age and identification verification, purchase limits, responsible sales, and restricted access. Confirm required employee licensing and training are in place for assigned duties.

Maintain accountability for all cannabis inventory in METRC. Oversee reconciliation of physical stock, point-of-sale (POS) records, and METRC, including regular counts, discrepancy investigations, documented adjustments, and record retention.

Oversee compliant receiving, secure storage, product rotation, and disposition. Verify product source, testing documentation, packaging, and labeling before sale, and ensure quarantined, recalled, or otherwise restricted products are blocked from sale.

Enforce cash handling, deposit, discount, refund, and loss prevention controls. Work with Finance and IT to maintain accurate pricing, applicable tax settings, transaction reporting, and appropriate system access.

Maintain inspection readiness and coordinate audits, recalls, and required reporting with the CEO, counsel, and responsible staff. Promptly escalation suspected diversion, theft, unsafe products, material discrepancies, and security incidents, and track corrective actions through completion.

Coordinate with Security and Facilities on access controls, surveillance, emergency procedures, and maintenance. Ensure stores maintain safe, clean, and sanitary conditions.

Merchandising and enterprise coordination

Direct product assortment, merchandising, pricing, and promotional execution within approved authority. Use sales trends and customer demand to improve product availability, sell-through, and margin.

Coordinate demand planning, replenishment, and authorized inventory transfers with Tokahe Distribution and other responsible CBH teams. Address stockouts and excess inventory, and share retail feedback to support enterprise product planning.

Partner with Marketing and the Cultural Coordinator on approved displays, menus, loyalty programs, events, and brand education. Represent Island Pezi, Grasslands, and other approved brands accurately and respectfully.

Store development and operational readiness

Lead retail readiness for approved openings, relocations, and expansions, including staffing, training, POS readiness, inventory, merchandising, customer flow, and practice service sessions.

Assess readiness with the CEO and relevant teams before launch, confirming required authorizations and operating controls are in place. Support managers during openings, major events, and operational disruptions.

Perform other duties appropriate to the role as assigned.

Minimum Qualifications

Associate's degree in business administration, retail management, or a related field, or an equivalent combination of education and relevant professional experience.

At least seven years of progressively responsible retail management experience, including at least three years directly supervising store managers across multiple retail locations.

At least two years of management experience in licensed cannabis retail operations. Cannabis and multi-location experience may overlap with the total experience requirement.

Proven ability to hire, coach, evaluate, and develop managers, build accountable teams, and manage operational change across locations.

Experience using cannabis POS and regulated inventory systems, with the ability to oversee METRC reconciliation, investigate discrepancies, and maintain reliable records.

Working knowledge of cannabis retail compliance, product categories, responsible customer education, cash controls, loss prevention, and audit preparation.

Ability to analyze financial and operating reports, identify the causes of performance problems, and implement practical corrective actions. Proficiency in Excel, Word, Outlook, and retail reporting tools.

Strong communication, conflict resolution, organization, and problem-solving skills. Sound judgment, integrity, confidentiality, and dependable follow-through with limited supervision.

Ability to work respectfully within the company's leadership and Tribal governance structure, with respect for Native American culture and the Prairie Island Indian Community.

Ability to travel regularly between Minnesota locations and provide on-site leadership, including evening, weekend, holiday, and occasional overnight travel as business needs require.

Valid driver's license and ability to meet company insurability requirements.

Must be at least 21 years of age and successfully complete required drug screening and criminal background checks consistent with company policy and Commission requirements.

Ability to obtain and maintain the employee license required by the Prairie Island Cannabis Regulatory Commission, including any required Key Employee endorsement.

Regional, district, or director-level leadership of multiple licensed cannabis retail locations, with documented results improving profitability, customer experience, and operational consistency.

Hands-on METRC experience, including reconciliation, inventory adjustments, audit preparation, and coordination with cannabis POS systems.

Experience opening stores, improving underperforming locations, implementing retail systems, or establishing consistent procedures during growth.
