The Vancouver Housing Authority (VHA) seeks a Director of Real Estate Development to lead a nine-person team and guide the agency’s shift from roughly 4,000 apartments today to over 5,000 by decade’s end, leveraging LIHTC developments, bond financing, and public/private partnerships.
You will oversee acquisition, construction, and renovation of affordable and mixed-income properties, and act as the subject matter expert on development finance, balancing mission with sound strategy.

In the 1960's, VHA assumed the role of providing subsidized housing for low-income families, older adults, and people with disabilities. In the early 1990's VHA began using its authority to issue tax-exempt bonds to acquire mixed-income properties. These properties help reduce VHA's dependence on federal funding while providing housing for people earning between 60% and 80% of area median income. In 1999, HUD designated VHA as one of the original 39 Moving to Work (MTW) housing authorities, providing the agency with flexibility in funding decisions and regulatory requirements.
Today, VHA assists with the full range of housing needs, including emergency shelters that are operated by partnering nonprofits, permanent supportive housing serving people exiting homelessness, subsidized housing, low-income housing tax credit properties, mixed-income properties, affordable homeownership, and rental assistance vouchers. VHA also provides administrative services and staffing support to several local nonprofits.

This is a tremendous opportunity for a mission-driven affordable housing developer to lead a talented and energetic team of nine staff as they help VHA build our portfolio from approximately 4,000 apartments today to over 5,000 apartments by the end of the decade.
VHA has an active pipeline of 4% and 9% Low Income Housing Tax Credit developments, as well as an acquisition strategy that utilizes our ability to issue tax-exempt bonds. We are also exploring innovative public/private partnerships to further increase our development capacity.
