The Director of Quality Assurance and Compliance provides leadership for PacMtn's quality assurance, regulatory compliance, monitoring, risk management, policy support, data quality, and continuous improvement work. This position works across PacMtn, the regional WorkSource system, contractors, subrecipients, and state and local partners to translate complex requirements into clear expectations, practical processes, stronger controls, and improved performance.

This is a leadership role for someone who can see both the details and the bigger picture: someone who can interpret requirements, analyze data, identify risk, build repeatable systems, communicate complex information clearly, and help people understand not only what is required, but why it matters.

Success in this role requires sound judgment, curiosity, independence, collaboration, accountability, and a commitment to approaching compliance as a tool for improving outcomes - not simply identifying what went wrong.

Role clarity and operating model

  • The Director provides independent quality assurance and compliance oversight while working in partnership with the teams responsible for day-to-day operations. Clear role boundaries are essential to effective oversight.
  • Quality Assurance and Compliance owns independent monitoring, compliance testing, policy interpretation, risk identification, findings, verification of corrective action, and escalation of unresolved compliance risk.
  • Program and contract managers retain responsibility for day-to-day contractor management, service delivery, performance expectations, deliverables, and implementation of corrective actions within their assigned areas.
  • Within delegated authority, the Director documents findings, coordinates and tracks corrective action responses, verifies whether corrective actions are effective, escalates unresolved issues, and recommends appropriate administrative, contractual, fiscal, or operational actions to the responsible decision-maker.
  • The Director clearly distinguishes binding legal, regulatory, grant, and state-policy requirements from PacMtn local policy, contractual requirements, internal procedures, and recommended practices.

Quality assurance, compliance, and risk management

  • Lead risk-based monitoring of PacMtn initiatives, contractors, subrecipients, and partner activities to assess compliance, performance, documentation, and funding requirements.
  • Develop and maintain monitoring plans, standards, tools, reports, findings, and corrective-action tracking that help identify risk early and verify that issues are resolved.
  • Interpret federal, state, local, grant, contractual, and policy requirements and translate them into clear, practical guidance for staff, leadership, contractors, and partners.
  • Conduct risk assessments, identify control or compliance gaps, and recommend corrective actions, process improvements, or other appropriate responses.
  • Coordinate PacMtn’s response to state program monitoring, excluding Equal Opportunity monitoring, and keep leadership informed of significant findings, deadlines, unresolved issues, and emerging risks.

Systems, data governance and technical support

  • Provide compliance and data-governance oversight for workforce program systems, including data quality, access, documentation, reporting, record retention, and audit readiness.
  • Analyze program and performance data to identify trends, inconsistencies, recurring issues, and opportunities to strengthen outcomes.
  • Work with internal teams and partners to improve processes, documentation, controls, and the usability of systems without weakening compliance requirements.
  • Monitor regulatory and policy changes and help ensure new requirements are incorporated into local policies, procedures, tools, and practices.

Training, communication, and partnership

  • Develop and coordinate compliance, quality assurance, monitoring, and system training for PacMtn staff and workforce system partners.
  • Create clear, accessible guidance and explain complex requirements in plain language for audiences ranging from staff and contractors to executive leadership and the Board.
  • Provide respectful, solution-oriented technical assistance while maintaining appropriate oversight boundaries and professional independence.
  • Build collaborative relationships across teams and organizations, including when difficult findings, corrective actions, or competing interpretations must be addressed.

Leadership and supervisory responsibilities (as assigned)

  • The position may supervise assigned employees as organizational needs evolve. When supervisory responsibility is assigned, the Director is responsible for creating a team environment where expectations are clear, people have the tools they need to succeed, and accountability is paired with support and professional development.
  • Recruit, hire, onboard, and train assigned employees.
  • Establish priorities and organize the work, schedules, deliverables, and coverage of assigned staff.
  • Provide regular coaching, feedback, documentation, and opportunities for professional growth.
  • Conduct timely, fair, objective, and well-documented performance evaluations.
  • Promote collaboration, knowledge-sharing, psychological safety, continuous learning, and shared accountability within the team.
  • Lead complex cross-functional work even when the Director does not have direct supervisory authority over every person responsible for implementation.
What success looks like

A successful Director of Quality Assurance and Compliance builds a visible, repeatable, and evidence-based compliance system. Key outcomes include:

  • A current annual risk-based monitoring plan and monitoring calendar.
  • Standardized monitoring tools, documentation standards, file-review methods, and report templates.
  • A corrective action tracker with clear owners, due dates, follow-up evidence, and documented closure.
  • Recurring compliance, performance, data-quality, and exception reporting that gives leadership early visibility into risk.
  • A maintained regulatory and policy change tracker with clear implementation ownership.
  • An annual training plan informed by monitoring findings, policy changes, data trends, and staff needs.
  • Routine executive-level reporting on significant findings, trends, unresolved issues, corrective actions, and emerging risks.
  • Consistent coordination among QA, program leadership, contract management, Fiscal, data/system owners, and other responsible functions.
  • Well-organized records and documentation that support audit, monitoring, grant, and operational readiness.
