Job summary

City of Hallandale Beach seeks an experienced utilities executive to oversee multiple divisions, including traffic engineering, streets and bridge maintenance, landscaping, and water and wastewater operations.

The role emphasizes directing, coaching, developing, and evaluating staff, with broad policy development responsibilities and the drive to implement efficient, innovative programs.

Qualifications

• Bachelor’s Degree in Engineering, Public Administration, Business Administration or related field.
• Ten (10) or more years’ utilities experience, including at least three years of supervisory or management experience; or an equivalent combination of education, certification, training, and/or experience.
• Must have National Incident Management System (NIMS) certification (level to be determined by job classification requirements) or obtain within one year of employment.
• Professional Engineer certification is preferred.
• Must have a valid Florida driver’s license with satisfactory driving record throughout employment.

Responsibilities

• Administer divisions, offices, or specialized sections of the department’s operations such as traffic engineering, streets and bridge maintenance, landscaping, facilities maintenance, water treatment and supply, wastewater collection, fleet, and waste and recycling management.
• Direct, coach, develop, and evaluate staff to align with departmental objectives.
• Develop and implement policies and procedures, and drive innovative ways to accomplish the organization’s business strategies.
• Perform essential functions as established and required for successful job execution.

Job description

**Salary is based on experience and/or qualifications, and is subject to negotiation**

Responsible for the administration of a variety of divisions, offices, or specialized sections of the department’s operations such as traffic engineering, streets and bridge maintenance, landscaping, facilities maintenance, water treatment and supply, wastewater collection, fleet, and waste and recycling management. Position is primarily focused on directing, coaching, developing, and evaluating other people. Position requires extensive depth of expertise and knowledge in specialized functions or business areas that can be used to develop and implement policies and procedures as well as determining efficient and innovative ways to accomplish the organization’s business strategies.

Bachelor’s Degree in Engineering, Public Administration, Business Administration or related field. Ten (10) or more years’ utilities experience, including at least three years of supervisory or management experience; or an equivalent combination of education, certification, training, and/or experience.
