We are looking for a Director of Public Policy who is collaborative, innovative and influential to join our U.S. Public Policy & Government Relations team. This position is based in United States and offices in Washington DC. This hybrid position requires a minimum of 40% on site presence with a 20% domestic travel requirement.

About the role
You are a visionary leader that will provide leadership on federal (US) and state payer issues, federal engagement across therapeutic areas, and positively shape public policy and the reimbursement environment to execute successful public and private payer strategies including coverage, coding, and payment policies for UCB's current marketed and pipeline products.

Who you'll work with
Internally, you will work with your colleagues in public policy and government relations, corporate affairs, patient advocacy, sustainability, patient services, market access, contracts and pricing, commercial, global policy. Externally, you will work trade associations, patient organizations, and federal executive branch staff. This role will have one direct report.

What you'll do

  • Oversee the Public Policy team, supervising staff and consultants, and contribute to department leadership.
  • Develop and monitor annual objectives and key performance indicators aligned with company strategy.
  • Assess and communicate policy issues impacting UCB and the biopharmaceutical industry, providing strategic guidance to internal partners and executives.
  • Lead research, analysis, and recommendations on public sector trends related to patient access, reimbursement, and quality.
  • Serve as a liaison with federal agencies (e.g., HHS, CMS) and external stakeholders, supporting advocacy efforts.
  • Collaborate with global leadership on policy positions, applying expertise in Medicare, Medicaid, ACA, private payer policies, and specialty pharmacy. Provide leadership on internal initiatives, including the Inflation Reduction Act team.

Minimum Experience/Skills Required:

  • BA or BS required; graduate degree (JD, MS, MPH, MPP, MBA, or MSc) preferred.
  • 12-15 years of healthcare experience (e.g., HHS, CMS, CBO, OMB, FDA, consulting, pharma, biotech, managed care, or trade associations); payer or provider experience is a plus.

Preferred Experience/Skills:

  • Research and Analysis: Expertise in public payer policy analysis, clinical literature review, and strategy development.
  • Problem Solving: Ability to research complex policy issues and conduct qualitative and quantitative analysis.
  • Writing: Strong business writing and presentation skills with attention to detail.
  • Presentations: Comfortable presenting internally and externally.
  • Self-Starter: Proactive, independent worker capable of producing high-quality, timely work with minimal supervision.
  • Advanced understanding of federal and state regulatory processes, public payer programs (Medicare, Medicaid, VA, DoD, 340B), coding, payment policies, and compliance regulations.
  • Strong analytical, problem-solving, communication, and management skills.
  • Supervisory experience preferred.

This positions reasonably anticipated base salary range is $184,000-$241,500 per year. The actual salary offered will take into account internal equity and may also vary depending on the candidate's geographic region, job-related knowledge, skills, and experience, among other factors.
