Job summary

Job description

General Summary

The Director of Project Management (DoPM) provides executive leadership and oversight of Brazos County's Project Management Office (PMO). The DoPM ensures total lifecycle management of all County capital projects and other critical non-capital projects, from idea intake through project closeout and lessons learned.

The DoPM directs the County’s project governance structure, enforces the accountability framework, and ensures that Commissioners Court, departments, and external partners clearly understand their roles. All project ideas — including those originating from Commissioners Court — are routed through the PMO for evaluation and prioritization against the County’s long-term Master Plan.

The PMO serves as the single point of accountability to Commissioners Court and the public, while departmental projects may be executed locally with the PMO providing governance, support, and reporting.

Essential Duties

1. Strategic Project Oversight
- Exercise full authority over all County capital projects and critical non-capital projects, including intake, prioritization, planning, execution, and closeout.
- Determine which projects require direct PMO management and which may be executed at the departmental level, while maintaining governance and reporting authority.
- Ensure all project ideas are consistently evaluated through the PMO and aligned with County priorities and statutory requirements.
- Maintain the integrity and quality of the County Master Plan, ensuring all projects and initiatives are evaluated, prioritized, and executed in alignment with its goals. The DoPM is responsible for keeping the Master Plan current, actionable, and relevant to the County’s growth and needs.
2. Governance & Accountability
- Enforce the County’s RACI framework, ensuring the PMO holds Accountability across the entire project lifecycle.
- Serve as the County’s single point of contact with planners, architects, engineers, contractors, consultants, and partner agencies.
- Oversee procurement coordination with Purchasing while retaining project lifecycle accountability.
- Determine, and recommend to Commissioners Court, appropriate project delivery methods and procurement strategies for all major projects, ensuring compliance with Texas law and alignment with County goals.
- Establish and enforce County-wide project management standards, policies, and deliverable methods, ensuring consistency in design submissions, schedules, closeout documentation, and reporting.
- Review and approve all change orders, scope adjustments, and amendments prior to submission to Commissioners Court.
- Maintain the County’s official project portfolio register, balancing priorities, sequencing, and resources across all projects.
- Lead County-wide continuous improvement and benchmarking of project management practices.
- Integrate technology, data analytics, and artificial intelligence (AI) tools into project planning, monitoring, and reporting to enhance accuracy, transparency, and efficiency.
- Maintain and administer the County’s Project Management Information Systems (PMIS), ensuring they are used consistently across all projects and departments.
- Direct and require County personnel from various departments to fulfill project responsibilities in accordance with PMO policies, procedures, and standards. While department heads retain operational control of their staff, the DoPM holds the authority to ensure all assigned personnel perform their project roles and deliverables as required.
3. Project Lifecycle Management
- Direct initiation, planning, execution, monitoring, and closeout processes under PMBOK-aligned methodologies.
- Oversee project documentation including business cases, requirements, schedules, cost control items, and quality assurance.
- Lead lessons-learned reviews and ensure knowledge is institutionalized for future projects.
4. Meetings & Reporting
- Lead and chair bi-weekly project meetings with all pertinent staff, holding departments accountable for assigned tasks.
- Produce and distribute meeting minutes with action items and decisions to all stakeholders.
- Conduct quarterly workshops with Commissioners Court to provide public updates on project progress, risks, and milestones.
- Maintain full transparency by updating the County’s project website with schedules, reports, and project documents for Court, staff, and public access.
5. Departmental & Stakeholder Coordination
- Collaborate with the County Judge, Commissioners Court, Budget Office, Auditor, Purchasing, Facilities Services, Road & Bridge, IT, and other stakeholders to ensure roles remain aligned with accountability assignments.
- Ensure Subject Matter Experts (SMEs) provide technical input while maintaining PMO leadership of the process.
6. Leadership of PMO Staff
- Lead, mentor, and evaluate PMO staff, including project managers, coordinators, and analysts.
- Build capacity for the PMO to support both centrally managed and department-level projects.

Education

Required:BA or BS in Business Administration, Operations Management, Business Analysis, Computer Science, MIS or related field or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.
Preferred:MS in Business Administration, Operations Management, Computer Science, Computer Engineering, MIS, Business Analysis, or IT Project Management or related field.

Experience

Required:Two years of experience in Project Management, Systems Analysis, and Business Analysis
Preferred: Five years of experience in Project Management, Systems Analysis, and Business Analysis
