Arcadis, a global design, engineering and consultancy leader, seeks a Director of Project Controls for US semiconductor programs. You will shape controls strategy, develop integrated master schedules, and provide executive-level reporting to ensure delivery certainty on major capital projects.

Qualifications

• Bachelor's or Master's degree in Engineering, Construction Management, Project Management, Quantity Surveying, Business, or a related field with 12–15 years of experience.
• Professional certifications such as PMP, CCP, PSP, EVP, or MBA are preferred.
• Proven leadership in project controls within semiconductor/advanced technology or large-scale capital projects.
• Experience across planning/scheduling, cost control, forecasting, change management, risk management, and executive reporting.
• Experience delivering major capital projects in schedule-driven environments.

Responsibilities

• Lead project controls strategy and execution across US semiconductor programs.
• Establish and maintain project controls standards, governance, and reporting across cost, schedule, risk, change, and progress.
• Provide executive oversight of planning, scheduling, cost control, forecasting, and performance reporting.
• Partner with project, construction, procurement, commercial, and finance teams to embed controls in planning and delivery.
• Oversee development of integrated master schedules, cost reports, forecasts, dashboards, and metrics.
• Monitor performance and perform variance analyses to identify risks and opportunities.
• Support recovery plans when schedule or cost deviate from targets.
• Lead risk and change management processes and escalate critical issues.
• Ensure clear, timely insights to leadership, teams, and clients.
• Support pursuits with input into schedules, resource strategies, and risk reviews.
• Strengthen governance and delivery visibility with clients and stakeholders.
• Drive continuous improvement in controls methods and digital reporting.
• Lead and mentor project controls team for technical excellence.

Role description:

Arcadis is seeking a Director of Project Controls, US Semiconductor to lead project controls strategy and delivery across major semiconductor and advanced technology programs in the United States. This role will be responsible for overseeing project controls across complex capital projects, with a focus on cost management, planning and scheduling, forecasting, risk management, change control, progress measurement, and performance reporting.

The Director of Project Controls will partner closely with project management, design, construction management, procurement, commercial, finance, and client teams to ensure project controls systems and processes support effective planning, informed decision-making, and successful project outcomes. This role is critical to providing transparency into project performance, strengthening governance, and identifying risks and opportunities that affect cost, schedule, and delivery certainty. This role may be performed remotely, though candidates located near Boise, Idaho; Phoenix, Arizona; Albany, New York; or Hillsboro, Oregon are preferred.

Role accountabilities:

• Lead project controls strategy and execution across US semiconductor and advanced technology programs.
• Establish and maintain project controls standards, processes, governance, and reporting across cost, schedule, risk, change, and progress measurement.
• Provide executive oversight of planning, scheduling, cost control, forecasting, performance reporting, and project controls integration across major capital programs.
• Partner with project, construction, procurement, commercial, and finance teams to ensure project controls are embedded throughout project planning and delivery.
• Oversee the development and maintenance of integrated master schedules, cost reports, forecasts, dashboards, and performance metrics.
• Monitor project performance and lead variance analysis to identify trends, risks, opportunities, and required corrective actions.
• Support project teams in developing mitigation and recovery plans where schedule or cost performance deviates from baseline targets.
• Lead risk and change management processes, including evaluation of cost and schedule impacts and escalation of critical issues.
• Ensure project controls reporting provides clear, timely, and actionable insight to business leadership, project teams, and clients.
• Support pursuits and business development activities through input into project schedules, delivery plans, resource strategies, risk reviews, and commercial assessments.
• Work with clients and internal stakeholders to strengthen project governance, improve reporting confidence, and enhance delivery visibility.
• Drive continuous improvement in project controls methods, systems, tools, and digital reporting capabilities.
• Lead, mentor, and develop project controls team members, promoting consistency, technical excellence, and professional growth.
• Other duties as assigned.

Qualifications & Experience:

• Bachelor's or Master's degree in Engineering, Construction Management, Project Management, Quantity Surveying, Business, or a related field with a minimum of 12-15 years of relevant experience, or equivalent combination of education and experience.
• Professional certifications such as PMP, CCP, PSP, EVP, or an MBA are preferred qualifications.
• Proven leadership experience in project controls within semiconductor, advanced technology, mission critical, industrial, or comparable large-scale capital project environments.
• Strong experience across key project controls disciplines including planning and scheduling, cost control, forecasting, change management, risk management, progress measurement, and executive reporting.
• Demonstrated success supporting major capital project delivery in complex, schedule-driven environments.
• Strong understanding of project controls integration across design, procurement, construction, commissioning, and operational readiness phases.
• Experience working with multidisciplinary teams and senior stakeholders in matrixed organizations.
• Excellent analytical, communication, and stakeholder management skills, with the ability to present project performance insights and recommendations to senior leadership and clients.
• Software proficiencies should include Primavera P6, Microsoft Project, Deltek, Procore, Power BI, Excel, Microsoft Office Suite, and Microsoft Teams.
• Ability to provide legal US work authorization documents required. Will consider US domestic travelers and relocation.
