Cascade Comprehensive Care, Inc. (CCC) is a community-based, provider-owned healthcare management organization located in Klamath Falls, Oregon. Founded in 1992, CCC was established to improve healthcare access and outcomes for residents in the region.

CCC operates the regional Coordinated Care Organization (CCO), Cascade Health Alliance (CHA), under contract with the Oregon Health Authority and is responsible for managing care for approximately 27,000 Medicaid (Oregon Health Plan) members.

Unlike traditional healthcare systems, CCC does not directly provide most clinical services. Instead, it serves as a central coordinator and strategic partner—working closely with local providers, including hospitals, clinics, and pharmacies, to deliver integrated, high-quality, and cost-effective care.

Importantly, CCC:

• Does not operate hospitals or clinics
• Is not a traditional insurance carrier
• Does not own or operate a pharmacy and does not intend to build pharmacy infrastructure

This structure positions CCC as a system integrator—leveraging partnerships, data, and strategy to drive performance across the community.

Pharmacy as a Strategic Lever:

• Pharmacy benefit design and oversight

CCC relies on a network of pharmacy providers—including local health system pharmacies, a Federally Qualified Health Center (340B), tribal pharmacy services, and national retail partners—to serve its members.

The focus is on managing pharmacy as a lever to improve cost efficiency, access to care, and clinical outcomes across the population. As a result, pharmacy is one of the most significant levers CCC has to influence total cost of care and population health outcomes.

Director of Pharmacy Services

This is a unique opportunity to lead pharmacy strategy within a community-based Medicaid health plan where pharmacy is one of the most significant drivers of cost, quality, and population health outcomes.

Reporting to the Chief Executive Officer, Grant Kennon, the Director of Pharmacy Services serves as the senior pharmacy leader for Cascade Comprehensive Care and a key member of the executive team. This is a highly visible, enterprise-level role responsible for shaping the organization’s clinical, financial, and operational pharmacy strategy in support of approximately 27,000 Medicaid members.

Unlike traditional pharmacy leadership roles, this position is focused on pharmacy benefit strategy rather than direct dispensing operations. The Director oversees PBM relationships, formulary development, utilization management, and pharmacy cost containment efforts while ensuring members have appropriate access to high‑quality, cost‑effective medications.

This leader brings a pharmacy lens to broader organizational decision-making, particularly as it relates to total cost of care, population health outcomes, and provider alignment. The role serves as a key advisor to executive leadership and plays a central part in helping CCC effectively manage limited Medicaid resources while maintaining strong clinical outcomes and member access.

Experience/Qualifications

• Bachelor’s degree in Pharmacy from four‑year college or university and three to five years related experience.
• Registration as a Pharmacist in the state of Oregon is required.
