The New York City Department of Transportation (DOT) Human Resources and Facilities Management Division is seeking a Director of Payroll & Timekeeping Operations. The Director will supervise a 25-person staff, report to the Executive Director of Personnel and Payroll, and will be responsible for managing all functions of payroll & timekeeping for 6,000 staff. Responsibilities include, but are not limited to:
- Executing diverse functions such as contractual increases, workers' compensation time restoration, managerial lump sum and additions-to-gross (ATG) payments;
- Data entry for various payroll events, report distribution, sorting, and distribution of checks, refunds, and undistributed checks, W-2 and other form preparation and dissemination;
- Developing uniform and consistent payroll/timekeeping policies, practices, and procedures;
- Managing disbursements, garnishments, benefits, and taxes in accordance with federal and state wage and hour laws;
- Managing hiring, training, and performance of payroll/timekeeping staff; training field personnel and agency staff on CityTime and DCD procedures;
- Ensuring compliance with all comptroller, citywide, and agency directives related to payroll and timekeeping;
- Ensuring accurate and timely implementation of personnel changes such as new hires, transfers, promotions, and terminations;
- Coordinating and monitoring employee inquiries concerning payroll/timekeeping matters;
- Reviewing and analyzing current payroll procedures to recommend and implement improvements;
- Collaborating with DOT's Advocate, Legal, and Labor Relations offices on disciplinary, grievance, and settlement cases;
- Working with OPA, CityTime, and NYCAPS to resolve operational issues and remedy CityTime tickets;
- Performing periodic internal audits and year-end wage and tax reviews, researching and resolving errors and discrepancies;
- Handling special projects as needed.
Minimum Qualifications
- A master's degree in relevant fields or a Juris Doctor with two years of professional experience, including 18 months in a supervisory capacity, in areas such as budget administration, personnel, labor relations, or fiscal management.
- A bachelor's degree with four years of relevant experience, including 18 months supervisory experience.
- An associate degree or 60 semester credits plus six years of relevant experience, including 18 months supervisory experience.
- A high school diploma or equivalent plus eight years of relevant experience, including 18 months supervisory experience.
- A combination of education and experience equivalent to the above, with specific credit substitutions allowed.
Preferred Skills
- 7+ years experience supervising payroll/timekeeping staff.
- Proficiency with NYC's payroll systems (NYCAPS, PMS, PI, CHRMS, PRISE).
- Knowledge of payroll best practices and regulations.
- Ability to interpret complex contracts and agreements.
- Experience resolving complex payroll issues and implementing policies.
- Strong communication, leadership, and management skills.
- Proficiency in Microsoft Office applications.
- Willingness to work additional hours as needed.
Residency Requirement
NYC residency is generally required within 90 days of appointment. Certain city employees may qualify to reside in nearby counties after two years of service. Discuss residency eligibility with the agency representative at the time of interview.
