YWCA Lancaster is looking for a full-time Director of Operations, who is an integral part of our team.
We arein a historic building in downtown Lancaster, serving as a residence, office space, historical landmark, public meeting venue, and licensed childcare facility.
We are seeking a dedicated and skilled Director of Operations to assess the upkeep, maintenance, safety and rehabilitation of this multi-purpose facility. The Director of Operations is responsible for the overall care and use of the building; this includes the residential area; the facilities supervision and the ongoing rehabilitation and best use of our largest asset, collaborating with community volunteers, and coordinating with contractors and vendors to ensure the building operates at its highest standards.
What Your Day Looks Like
Facility Maintenance & Safety 35%
- Ensure the safety of the workforce, residents, clients, and visitors.
- Ensure the facility is clean and well-maintained to meet the highest standards.
- Ensure annual maintenance, inspections, repair and updates of building systems are budgeted, completed, recorded and tracked. Develop accessible systems to document and manage all building repairs and maintenance.
- Coordinate and oversee repairs and maintenance, including plumbing, carpentry, HVAC systems, residence rooms, and more. Maintain inventory of residence furniture and clean, repair, and replace as needed.
- Keep all signage updated, branded, clean, and easy to understand.
- Oversee, monitor and maintain safety measures, including fire doors, smoke detectors, sprinkler systems, generator, and door locks.
- Plan, schedule, and conduct monthly fire drills as required by the Department of Human Services, ensuring compliance with all safety regulations.
- Collaborate with the City of Lancaster for audits, Fire Marshal visits, and other compliance requirements.
- Conduct regular facility inspections, document findings, and prioritize maintenance needs.
- Monitor and coordinate waste disposal, recycling, and outdoor maintenance activities.
- Ensure schedules for cleaning, disinfecting, testing, and other building needs are documented, maintained, and completed.
- Act as the point of contact for Workers’ Compensation and safety committee activities.
- Lead Safety Committee meetings with staff committee members. Execute tasks/updates from meeting notes. Ensure the Safety Committee meets the standards required and established by PCPA.
Planning & Development-20%
- Co-lead the Property Committee with a board member, setting goals, agendas and implementing plans. Ensure adequate planning and implementation for major repairs and renovations. Ensure that subcommittees are active and working in accordance with agency priorities. Attend Board meetings.
- Reviews, analyzes, and evaluates policies and procedures that will improve day-to-day operations. Communicates and explains new directives, policies, or procedures to managers; for major changes, meets with entire staff to explain changes, answer questions, and maintain morale.
- Projects a positive image of the organization to employees, clients, vendors, and community. Act as lead contact when implementing major repairs and renovations, and when working with donors or volunteers on the building.
- Create a Capital Maintenance Plan that incorporates all building systems, documents recent updates and plans future needs and lifespans of systems. Actively work with the Finance and Development departments to budget and fundraise as needed.
- Provide needed documentation for funding proposals and seek in-kind donations when appropriate.
- Act as community liaison for building use. Coordinate dates, needs, requirements and written agreements that make the highest community use of the building while maintaining security and protecting the asset.
- Plans, directs, controls, implements, evaluates, monitors, and forecasts budgets and cost of business in facilities and residence to achieve financial objectives and meet budget goals.
- Improves customer service and satisfaction to staff, residents and public through equitable policy and procedural changes.
Team Leadership & Supervision 15%
- Participates in the hiring, training and supervision of the Facilities Supervisor; maintenance and Front Desk staff to ensure tasks are performed efficiently and effectively in support of community needs and use of the building. Provide training to SAPCC Front Desk staff regarding emergency and security procedures.
- Organizes and oversees the work and schedules of direct reports and conducts performance evaluations that are timely and constructive.
- Sets clear expectations and handles the discipline and termination of employees as needed and in accordance with company policy.
- Lead bi-weekly walkthroughs with the Facility Coordinator to assess and prioritize issues.
- Coordinate with Kepler Hall Residence staff to meet the maintenance, safety and repair needs of residential units. Ensure vacant units are cleaned and furnished to standard to prepare for the next tenant.
Building Security & Emergency Preparedness 10%
- Manage the building's security systems and emergency plans. Oversee access cards, key fobs, keys and video monitoring.
- Develop systems to ensure ongoing updates and tests of security plans and ensure compliance with security and emergency preparedness procedures.
- Act as key contact for county and city emergency notifications.
Vendor & Contractor Management 10%
- Act as lead on building vendor and contractor management including: utilities, plumbing, electric, HVAC, elevator and other building vendors. Act as lead to manage, document and streamline IT, security, phones, internet, copiers, computers, furnishings and supplies vendors and contracts.
- Secures bids for special and major projects in accordance with YWCA procedures and funding regulations as needed and oversee vendor work, ensuring quality and adherence to budget.
- Track and manage service contracts and maintain accurate records of vendor invoices, purchase orders and payments.
Administrative & Financial Oversight 10%
- Keep track of regular and emergency facility expenses.
- Conduct market research to evaluate vendors and negotiate contracts to improve efficiency and cost-effectiveness.
- Recommend and implement design modifications to improve facility operations.
- Communicates with insurance companies and files property insurance claims.
Additional Responsibilities
- Adhere to YWCA policies and procedures.
- Commitment to the mission and values of YWCA Lancaster and ability to perform other duties as assigned to support the organization’s mission and operations.
- Performs other related duties as assigned.
Who You Are
- Bachelor's degree or equivalent experience.
- Demonstrated mechanical and technical skills related to facility maintenance and operations.
- Proven experience in project management, including renovations and contractor negotiations.
- Ability to manage a large, historic commercial structure with attention to detail and organization.
- Extensive and diversified background with at least 5-10 years of related experience with social services; historic buildings; customer service; other.
- Superior verbal and written communication and interpersonal skills.
- Superior managerial and diplomacy skills.
- Extremely proficient in Microsoft Office Suite or related cloud-based software.
- Excellent organizational skills and attention to detail. Analytical, decision-making, and problem-solving skills.
- Bilingual English/Spanish is a plus.
