Responsibilities

  • Provides guidance on Resident Initiative Programs and job training/economic development.
  • Interviews applicants and participates in hiring decisions; conducts staff meetings.
  • Develops and enforces departmental rules, policies and guidelines.
  • Briefs Executive Director on project status and resource needs; coordinates with other departments.
  • Resolves complaints, handles complex issues, and manages lease terminations as needed.
  • Coordinates modernization and rehabilitation planning with Maintenance.
  • Ensures rent calculations and charges comply with HUD policies.
  • Assists in annual budget preparation and budget monitoring.
  • Addresses tenant complaints to satisfactory conclusions.
  • Attends meetings, workshops, and training sessions for staff development.
  • Enforces occupancy, inspections, and resident data integrity policies.
  • Compiles statistical reports for the Executive Director.
  • Performs related duties as required.

Summary
Under the general supervision of the Executive Director this is highly responsible administrative and professional work in planning, coordination, and supervising the agency's public housing program and property management.
An employee in this classification is responsible for the economic and efficient administration of the conventional low-income public housing program and associated occupancy functions for the PHA. The employee must possess a thorough knowledge of all laws, rules, regulations, policies, and procedures governing the management of public housing operations and other affordable housing rules and regulations. Responsible for establishing departmental priorities, goals and objectives and provides leadership to ensuring that goals are accomplished. Coordinates the development of departmental budgets, monitors budgets within fiscal guidelines. Work is performed under general supervision of the Executive Director with wide latitude for exercise of independent judgment and action in making decisions and interpreting policies and procedures. Work is reviewed through conferences, reports, and evaluation of results obtained.

Essential Job Functions
  • 1. Plans, organizes, and supervises public housing activities for the PHA; reviews all federal and state laws, rules, regulations, policies, and procedures governing public housing programs, interprets them to subordinate staff members, and monitors that they are enforced and applied in the performance of duties.
  • 2. Assists the Executive Director in the preparation of the PHA Agency Plan (Annual and 5-Year).
  • 3. Assists the Executive Director and RIC Coordinator in overseeing the Advisory Board and directs the Board in reviewing and participating in the agency plan development.
  • 4. Provides administrative leadership and technical guidance to staff members; evaluates employee performance; counsel and disciplines employees as necessary; supervises staff training and continuing education; conducts a staff safety training program.
  • 5. Provides guidance and oversight for Resident Initiative Programs and activities. Discusses ideas and implementation plan regarding job training and economic development with the Resident Initiative Coordinator.
  • 6. Interviews job applicants, recommends hiring, schedules and attends staff meetings.
  • 7. Assists the Executive Director in developing and implementing departmental rules, policies, procedures, and guidelines to enhance operating programs and to assist the staff in accomplishing desired goals and objectives.
  • 8. Confers with and briefs Executive Director on status of work projects, programs, and activities of the housing departments; advises the Executive Director of material and human resources needs; confers with directors, coordinators and managers to coordinate activities.
  • 9. Confers with subordinates on unusual complaints and problems and takes the necessary steps to resolve them; personally, handles the more complex problems and complaints; terminates lease agreements when necessary; conducts lease cancellation hearings; coordinates eviction proceedings; represents the department in court actions as required; supervises the collection of delinquent, vacated and written-off accounts; maintains a system of factual administrative reporting; prepares a variety of regular and special reports.
  • 10. Coordinates with the Executive Director and Director of Maintenance in the planning and scheduling of modernization and rehabilitation program.
  • 11. Ensures that the PHA employees abide by HUD regulations and its own policies regarding calculations of rent adjustments and collection of rent and other charges.
  • 12. Assists in the preparation of the annual budget. Oversees departmental budget.
  • 13. Ensures that tenant complaints are brought to a satisfactory conclusion.
  • 14. Attends meetings, workshops, and seminars. Recommends appropriate training, workshops, and seminars for subordinates.
  • 15. Carries out departmental policies for occupancy, inspections, resident data integrity, and resident programs.
  • 16. Compiles and submits statistical and other report to the Executive Director.
  • 17. Performs related duties as required.
