Key Responsibilities
Strategic Leadership & Financial Stewardship
- Vendor & Contract Management: Negotiate, manage, and maintain updated contracts with PACE and other healthcare providers to ensure service reliability, regulatory compliance, and long-term financial stability.
- Budget & Financial Oversight: Analyze and interpret departmental budgets, manage operational costs, and execute financial strategies that contribute to the organization’s overall fiscal health.
- Performance Metrics & Transparency: Track, produce, and analyze key transportation metrics—including On-Time Performance (OTP) and Appointment Acceptance rates—and regularly report insights to PACE leadership to drive operational transparency and continuous improvement.
- Strategic Planning & Goal Alignment: Lead departmental strategy, establish short- and long-term goals, and run focused leadership and quality assurance meetings across all operations.
Operational Excellence & Resource Management
- Provide executive oversight and support across all operations within the EHP coverage area.
- Monitor driver and vehicle scheduling operations, ensuring efficient routing, shift coverage, and medical appointment transit for participants.
- Participate in operational Interdisciplinary Team (IDT) and transportation/scheduling meetings to align transit services with participant care plans.
- Maintain oversight of fleet management, including vehicle maintenance, repairs, and fleet replacement planning.
Team Oversight & Governance
- Provide direct leadership and direction to transportation supervisors, delegating routine daily administration, hiring, and basic shift scheduling to the supervisor level.
- Maintain final oversight for elevated staff management matters, including complex grievances, severe compliance issues, and final review of key evaluations or corrective actions.
- Ensure departmental adherence to regulatory standards, onboarding requirements, and continuous staff training programs.
- Perform additional leadership duties as needed to support divisional growth and operations.
Knowledge, Skills, & Abilities
Knowledge
- In-depth understanding of healthcare transit operations, regulatory compliance standards, and safety requirements.
- Comprehensive knowledge of operational budgeting, contract management, and financial analysis.

- Leadership & Strategy: Strong ability to lead supervisory teams, manage cross-functional activities, and align operations with broader organizational goals.
- Analytical & Reporting: Proficient in extracting, analyzing, and presenting data (OTP, acceptance rates, trip volumes) into clear executive summaries.
- Contract Negotiation: Proven skill in vendor management and negotiating terms that balance service quality with cost-efficiency.
- Operational Software: Tech-savvy with proficiency in transportation management software, scheduling tools and reporting platforms.

Qualifications
- Education: Bachelor’s degree in Healthcare Administration, Business Management, Supply Chain/Logistics, or a related field.
- Experience: Minimum of 3–5 years of healthcare transportation operational leadership experience, with preference given to background in mobility transportation or managed care environment.
