  • Establishes goals and objectives for each department aligned with policies, procedures, and regulations.
  • Defines and documents procedures; implements workflow improvements for efficiency.
  • Collaborates with division heads to develop short- and long-range plans and coordinates interdepartmental communications.
  • Interprets and administers policies regarding hiring, payroll, appointments and promotions.
  • Reviews and approves reclassifications, new positions and salary increases; directs the performance appraisal system.
  • Provides oversight to management staff to ensure compliance and to communicate changes and standards.
  • Ensures compliance with regulatory, insurance and ethical standards.
