Job summary

Loudoun County Government seeks an experienced Superintendent for Residential Services in the Youth Services Department to lead 24/7 operations for court-involved youth at the Juvenile Detention Center and RISE Youth Shelter, focusing on safety, compliance, and program quality.

The ideal candidate will have a master’s level education in criminal justice or public management, at least four years of leadership in a juvenile justice or residential setting, and proven crisis-management and

Qualifications

• Master's degree in Criminal Justice, Public Management, Human or Social Services, or a related field.
• Four years of progressively responsible oversight experience in a criminal justice, education, residential, or correctional setting, with at least one year in a supervisory capacity.
• Essential personnel role requiring onsite availability beyond standard hours, including nights, weekends, and holidays; ability to work onsite during emergencies.

Responsibilities

• Lead residential operations to ensure secure, compliant programs meeting federal, state, and local requirements.
• Supervise, coach, and develop a 24/7 workforce; manage performance, training, and certifications.
• Evaluate programs serving court-involved youth; advance trauma-informed, culturally responsive practices.
• Develop policies, procedures, documentation systems, safety protocols, audit readiness, and corrective actions.
• Oversee budgets, contracts, purchasing, and other administrative functions.
• Use data, performance measures, and quality findings to improve service delivery and support decisions.
• Build relationships with County leadership, state agencies, and community partners throughout the juvenile justice system.
• Respond effectively to emergencies and maintain a safe, professional environment.
