Job summary

Engineers Without Borders USA is seeking a Director of Impact to provide strategic leadership for defining, measuring, and communicating the organization’s impact. You will steward PMEL, Theory of Change, and learning across programs, with partners in the U.S. and abroad, to advance evidence-based design and outcomes.

The role emphasizes turning data into learning, strengthening program design, and supporting grant-funded initiatives, with a focus on sustainability and systems strengthening.

Qualifications

• 7+ years of progressive experience in monitoring, evaluation, learning, impact, program design, or international development.
• Experience developing and implementing PMEL/MEL strategies and results frameworks.
• Experience with theories of change, logical/results frameworks, indicators, and mixed-method evaluation approaches.
• Ability to translate evidence into clear strategies and program concepts.
• Experience developing concept notes, program designs, or technical components of institutional funding proposals.

Responsibilities

• Define and lead the organization-wide PMEL strategy and systems.
• Establish core organizational indicators and adapt measurement to donor and program needs.
• Develop monitoring and evaluation plans with partners and local organizations.
• Lead donor reporting and evaluations in collaboration with Development and Programs teams.
• Oversee impact strategy, Theory of Change, and learning initiatives across programs and countries.
