THE POSITION

The Director of Finance has a senior supervisory role within CFE’s leadership team, responsible for overseeing all accounting and financial operations. Reporting directly to the CEO, this position manages the day-to-day functions of budget development, payroll, accounts payable, grant billing, transaction processing, month-end and year-end closings, financial reporting (including presentations to the Finance & Audit Committee and Board), cash flow planning and analysis, and coordination of the annual audit. This role directly supervises two staff members within accounting and finance operations and will manage any consultants engaged in projects for the department.

The Director will maintain a robust system of financial controls and budgeting processes to mitigate risk, ensure the accuracy of financial reporting, and uphold compliance with generally accepted accounting principles (GAAP) or international financial reporting standards (IFRS).

This position is based in our Washington, DC, headquarters, requiring a minimum of 2 days per week in the office.

Essential Functions And Responsibilities

Financial planning

  • Maintains all systems of accounts and records. Develops and implements accounting policies, coordinates systems and procedures, and prepares financial analyses and reports.
  • As an integral part of the management team, establishes, coordinates and/or administers a plan for the control of operations, including programs for capital investing and financing, forecasting and budgeting.
  • In conjunction with the CEO and CFO, monitors activity against the budget and adjusts the forecast accordingly.
  • Oversees annual audit, tax return reporting, and assists with the oversight of all other compliance requirements of the organization.
  • Provides other members of the leadership team with the financial information required to carry out their duties and responsibilities.
  • Ensures the protection of assets through internal control and proper insurance coverage.
  • Manages the organization's cash flow in conjunction with the CEO and CFO through timely cash flow forecasting that evolves as necessary as events occur.
  • Reviews and approves all financial transactions prior to execution.
  • Establishes strong relationships with funders and lenders.
  • Manages banking and investment relationships.
  • Ensures accurate and timely financial reporting to the CEO and the Audit and Finance Committee on a monthly basis.
  • Prepares financial metrics/graphs/dashboards for the CEO, the Board of Directors, and investors
  • Serves as a resource to the CEO on all matters related to the overall organization's objectives.

Accounting

  • Ensure that accounts payable are properly recorded and paid in a timely manner.
  • Record all grant activity and ensure appropriate documentation is maintained.
  • Ensure that accounts receivable are collected promptly.
  • In conjunction with the COO, track the life cycle of loans; review and monitor loan activity.
  • Ensure that monthly bank reconciliations are completed in a timely manner.
  • Reconcile other balance sheet accounts as required.
  • Ensure that required debt payments are made on time.
  • Maintain an orderly accounting filing system.
  • Maintain a system of controls over accounting transactions.

Requirements

Education and/or Experience

  • Bachelor’s degree in Accounting/Finance, CPA
  • At least 10 years’ experience in a financial role, with at least 3 of those years being in a management position
  • Experience with federal government grant reporting requirements
  • Experience with multi-programming/fund accounting
  • Familiarity with federal grant reporting requirements and the uniform guidance single audit
  • Experience with Intacct and/or other accounting platforms

Preferred

  • Experience working with a Board of Directors in a non-profit financial role
  • Experience working with multiple entities, affiliates, and CDFIs is a plus
  • Experience working in/with a bank

Compensation

The annual salary range is $130,000-$160,000 and is commensurate with experience.
