The incumbent coordinates the annual budget, monitors multiple budgets, and works with county officials to ensure timely processing of revenues and expenditures, while guiding audits and financial reporting.

Performs intermediate professional work maintaining a variety of accounting records and preparing

various financial reports and documents; does related work as required.

ESSENTIAL FUNCTIONS

Supervises, directs, and evaluates finance office staff and ensures the effective and efficient

operation of the finance office.

Establishes, monitors, and evaluates internal financial controls and recommends improvements

to safeguard school division assets and ensure the accuracy and integrity of financial

information.

Coordinates and develops the annual budget with input from administrators, department

leaders, and other stakeholders; prepares salary scales; projects student enrollment; projects

debt service; prepares projected costs for salaries and benefits; reviews past expenditures;

prepares final reports.

Monitors and manages the following budgets: school nutrition, general operating, construction,

debt service, and textbook.

Proposes strategies for financial situations when funds are in surplus or deficit.

Prepares and disseminates a variety of financial and statistical reports and records; analyzes

projected and actual revenues and expenditures.

Serves as fiscal agent; issues and signs warrants to pay salaries of School Board employees and

all other financial obligations.

Attends and presents financial and operational information at School Board meetings.

Works with the County’s central accounting to ensure that revenue and expenditures for the

school system have been processed on time.

Works in conjunction with the county finance officer, county purchasing agent, and county

treasurer.

Oversees the fiscal administration of the division’s employee benefits programs, including

budgeting, financial planning, expenditure management, and coordination with Human

Resources to ensure accurate and cost-effective administration.

Reviews payroll account lines to ensure that employees are charged appropriately.

Collaborates with the Human Resources Department to maintain accurate position control

processes.

Coordinates financial audits and implements, supervises, and directs required changes with

administrative/supervisory staff.

Works with auditors; reports audit findings.

Facilitates and assists with business contracts and RFPs.

Processes reimbursement from grants, federal funds, and school construction funds; ensures

reimbursements are processed on time.

Collaborates with the Director of Maintenance and Operations in developing and implementing

the Capital Improvement Plan and preparing budgets for facilities and operations.

Develops and submits construction financial applications.

Manages school construction accounts.

Processes accounts payable; sorts and codes invoices; inputs invoices into computer system;

files invoices and mails checks; processes purchase orders; processes revenue.

Processes journal vouchers; processes month- and year-end closing.

Coordinates training for school secretaries and bookkeepers and provides ongoing support to

ensure student activity accounts, bank reconciliations, and related accounting software are

accurately maintained, balanced, and in compliance with established financial procedures.

Provides training and professional development for finance office staff and other employees

responsible for financial operations.

Responsible for insurance programs and workers’ compensation. Processes workers’

compensation reports; documents information for OSHA compliance; assists employees with

questions regarding workers’ compensation claims.

Collaborates with the Food Service Supervisor in the Child Nutrition Program.

Oversees fundraising projects at school level.

Participates in various boards and committees.

Performs related tasks as required.

EDUCATION AND JOB EXPERIENCE

Combination of education and experience equivalent to graduation from an accredited college or

university with major coursework in accounting, public finance, or related field and extensive experience

in business or governmental accounting.

Salary Range: $117,500 - $145,400 per year
