Job summary

SUMMARY:

The Director of Expanded Learning provides leadership and oversight for the planning, development, implementation, and continuous improvement of ESD 123's expanded learning programs, including 21st Century Community Learning Centers and other out-of-school and summer learning initiatives. The Director is responsible for overall program operations, including recruiting, hiring, supervising, evaluating, and developing staff; overseeing program budgets and grant requirements; ensuring accurate data collection, evaluation, and reporting; monitoring program quality and outcomes; and developing and facilitating professional learning for site coordinators and other program staff. The Director works collaboratively with school districts, community partners, and ESD staff to ensure programming is responsive to student and family needs and aligned with grant requirements and program goals.

Essential Functions

• Provide leadership, vision, and strategic direction for the 21st Century Community Learning Centers Program and other expanded learning programs and initiatives as assigned.
• Oversee the full lifecycle of expanded learning grants and programs, including program development, application and funding processes, onboarding, implementation, monitoring, evaluation, reporting, and closeout.
• Recruit, supervise, evaluate, coach, and support program staff to promote effective performance and professional growth.
• Provide technical assistance, coaching, and implementation support to school districts and program partners, helping them translate program requirements into effective practices that reflect local needs, systems, and operating conditions.
• Develop, coordinate, and facilitate professional development and training for program staff.
• Collect, analyze, and utilize program data to monitor implementation, evaluate outcomes, identify areas for improvement, and ensure compliance with applicable program and funding requirements.
• Use program data, evaluation results, stakeholder feedback, and implementation trends to identify needs, address barriers, inform program decisions, and guide continuous improvement and future program development.
• Oversee program budgets, grant administration, contracts, and fiscal requirements in coordination with ESD fiscal staff; monitor expenditures and financial documentation to support compliance and effective use of program resources.
• Research and analyze information to support program planning, development, and implementation; ensure compliance with applicable requirements; identify opportunities for new or expanded services; and inform program decisions.
• Monitor program and site implementation through regular review, site visits, and engagement with program staff and partners; identify implementation barriers and provide or coordinate support to address them.
• Ensure compliance with 21st Century Community Learning Centers grant requirements, OSPI guidance, and applicable federal, state, and ESD policies and procedures.
• Attend required OSPI, funder, partner, and other program-related meetings and trainings.
• Coordinate implementation of Youth Program Quality Intervention (YPQI) and other required program quality improvement processes.
• Lead and participate in program evaluation and continuous improvement activities, including development and submission of required performance, outcome, and indicator reports.
• Build and maintain collaborative relationships with school districts, community organizations, families, and other partners to support effective programming and student outcomes.
• Identify, develop, and support opportunities for new or expanded programs, grants, partnerships, and services that align with district needs and the ESD's expanded learning portfolio.
• Coordinate with ESD departments and internal subject matter experts to align fiscal, contracting, evaluation, communications, compliance, and other support necessary for successful program implementation.
• Maintain confidentiality and follow all applicable board policies and procedures.
• Perform other related duties as assigned.

Qualifications

• Bachelor's degree in education, educational leadership, youth development, public administration, or a related field required. The bachelor's degree requirement may be temporarily waived at the time of hire for candidates who have five years of progressively responsible, relevant professional experience. Employees hired under this provision must obtain a bachelor's degree in a related field within a timeframe mutually agreed upon by the employee and ESD 123 at the time of hire. Master's degree preferred.
• Demonstrated experience in expanded learning, out-of-school-time programming, summer learning, youth development, 21st Century Community Learning Centers, or a related educational or youth-serving program.
• Experience providing leadership and supervision to staff, including coaching, performance management, and professional development.
• Experience working with school district leadership and demonstrated knowledge of public school systems, district operations, and the implementation of educational programs across multiple sites or organizations.
• Experience overseeing multiple programs, sites, or partnerships preferred.
• Demonstrated experience with program planning, implementation, evaluation, and continuous improvement.
• Demonstrated proficiency in data collection and analysis, report preparation, budget development and monitoring, and grant or program compliance.
• Demonstrated experience overseeing grant-funded programs or initiatives, including program implementation, budget development and monitoring, compliance, reporting, and coordination across fiscal, operational, and program areas preferred.
• Knowledge of 21st Century Community Learning Centers requirements, objectives, reporting expectations, and program quality standards preferred.
• Experience with Youth Program Quality Intervention (YPQI) or similar program quality assessment and continuous improvement frameworks preferred.
• Demonstrated ability to develop and maintain effective partnerships with school districts, community organizations, families, funders, and other stakeholders.
• Must successfully complete required Washington State Patrol (WSP) and FBI background clearances.
