About the Role
The Director of Project Management provides strategic leadership and operational oversight for the entire construction portfolio. You will establish execution frameworks, manage and mentor a team of Project Managers, and take ultimate accountability for bringing assets safely from late‑stage development through to commercial operations. In addition to guiding the department, this executive role leads high‑stakes commercial structuring, EPC partner negotiations, and executive‑level alignment with Project Finance, Tax Equity investors, Utilities, and Off‑takers. You will ensure the portfolio is delivered safely, on schedule, within budget, and under highly protective contractual terms.
- Lead, mentor, and build a high‑performing team of Project Managers, Assistant Project Managers, and field construction staff.
- Establish standardized project management processes, KPIs, and reporting frameworks for the entire North American portfolio.
- Allocate human and capital resources dynamically across the pipeline to match shifting development timelines and project needs.
- Serve as the ultimate internal escalation point for critical project risks, contractor disputes, and schedule recovery plans.
- Oversee and approve the drafting, structuring, and negotiation of all Limited Notice to Proceed (LNTP) agreements.
- Drive executive‑level commercial and technical negotiations for full Engineering, Procurement, and Construction Agreements (EPCA).
- Set corporate standards for contractual milestones, liquidated damages, performance guarantees, and liability caps.
- Partner with Executive Leadership, Legal, and Risk Management to eliminate commercial exposure across all active contracts.
- Ensure contract technical exhibits perfectly align with macro interconnection requirements and permit conditions.
Executive Project Finance & Tax Equity Integration
- Drive the overarching engineering and construction due diligence strategy required for successful financial closings.
- Provide executive sign‑off on major construction milestones, Independent Engineer (IE) reports, and verification certificates required to trigger institutional funding draws.
- Mitigate portfolio‑wide execution risks to guarantee strict compliance with Tax Equity milestone deadlines (e.g., safe harbor, continuous construction rules, and partnership flip timelines).
- Maintain executive relationships with lenders' engineers, tax equity investors, and third‑party auditing firms.
Utility & Off‑Taker Relationship Management
- Accountable for portfolio‑wide compliance with all technical, commercial, and operational milestones dictated by Power Purchase Agreements (PPAs) and Off‑taker contracts.
- Oversee the strategic execution of capacity testing, performance guarantee verifications, and formal Commercial Operation Date (COD) notices.
- Manage high‑level relationships with Transmission Providers and Utilities to streamline grid interconnection, witness testing, and back‑feed schedules.
- Ensure all EPC activities, substation designs, and telemetry/SCADA integrations comply with utility and regional grid code metrics.
- Maintain ultimate accountability for the full construction portfolio budget, tracking aggregate commitments, contingencies, and cash‑flow curves.
- Review and approve major contractor progress billings, change orders exceeding baseline thresholds, and draw requests.
- Deliver accurate monthly, quarterly, and annual financial forecasting and cost‑to‑complete reports to corporate leadership and the board of directors.
- Monitor macro Critical Path Method (CPM) schedules to protect targeted portfolio commercial operation dates.
Stakeholder & Safety Alignment
- Ensure absolute regulatory compliance across all local, state, and federal permits, environmental constraints, and interconnect agreements.
- Represent the company in front of local communities, landowners, government agencies, and utility executives.
- Champion and enforce an uncompromised, zero‑incident safety culture across all active construction jobsites.
- Education: Bachelor’s degree in Engineering, Construction Management, Business, or equivalent. An MBA or advanced technical degree is highly preferred.
- Experience: Minimum 12–15 years of project management and construction leadership experience in utility‑scale power generation, with at least 5 years in a direct supervisory/departmental leadership role.
- Sector Expertise: At least 7 years specifically directing utility‑scale Solar (PV) and BESS construction portfolios.
- Track Record: Proven experience acting as a senior leader on the Owner's side or working directly for a major IPP/Developer.
- Contractual Expertise: Expert‑level track record of negotiating and structuring multi‑million dollar LNTP and EPCA frameworks.
- Financial Acumen: Advanced understanding of Project Finance mechanics, Tax Equity compliance frameworks, and PPA milestone enforcement.
Certifications & Travel
- Certifications: PMP (Project Management Professional) certification is highly preferred.
- Travel: Ability to travel up to 30-40% to project sites, vendor facilities, and corporate offices as required.
