Pacific Shipyards International in Honolulu, Hawaii seeks a Director of Contracts to lead contract strategy and operations, overseeing government and commercial purchases up to $100M and ensuring compliance with FAR/DFARS and regulatory requirements.

You will build relationships with customers, subcontractors, vendors, and internal teams while guiding proposal development, negotiation, and contract execution through closeout.

Qualifications

• Minimum 5 years Procurement and/or Contracts experience.
• Strong business acumen aligning contracting strategies with financial goals.
• Excellent negotiation and relationship management skills.
• Analytical mindset for data-driven decisions.
• Exceptional communication and influencing skills.
• Experience leading government contracts teams and compliance.
• Understanding of proposal development and contract administration.
• Proficiency with government contract management tools and systems.

Responsabilités

• Develop and execute procurement strategy optimizing cost, supplier performance and risk.
• Lead contracts department with mentoring and collaboration.
• Establish strategic supplier relationships, negotiate terms, manage performance.
• Drive procurement process improvements and leverage tech and best practices.
• Collaborate with internal stakeholders to align procurement with business objectives.
• Implement contracts policies and ensure regulatory compliance.
• Provide strategic guidance on budgeting, forecasting, and resource allocation.
• Oversee lifecycle of government contracts from proposal to closeout.
• Ensure compliance with FAR/DFARS and related regulations.
• Engage with government agencies, primes, and subcontractors as main contact.
• Lead proposal development for government contracts with cross-functional teams.
• Negotiate terms, monitor performance and address issues.
• Coordinate with legal, finance, and program management.
