This position is responsible for the strategic planning, organization, and oversight of campus security, fire safety, parking enforcement, and emergency preparedness initiatives. This role ensures the safety and well-being of the campus community through effective program management and coordination. In collaboration with department staff, the Director serves as a visible, uniformed presence on campus to promote lawful behavior and safeguard students, faculty, and staff. Key responsibilities include developing and implementing safety protocols, managing emergency response efforts, coordinating with law enforcement and first responders, and ensuring compliance with all relevant safety regulations.

This is an on-site position that requires regular attendance on campus.

Specific responsibilities:

  • The Director of Campus Safety and Emergency Management oversees the daily safety and security operations on campus, a 24/7 operation, including the development, administration, scheduling and evaluation of all safety and security functions, programs, and policies; parking operations, budget management; advises faculty, staff, and students in response to threats or perceived threats; offers appropriate safety training for the campus community; patrols campus property on foot or by vehicle to provide safety, security and welfare for all campus community members; and organizes event security. The director ensures the protection of critical infrastructure, facilities, intellectual property, and physical assets; collaborates closely with aligned risk units (behavior intervention team, health and wellness, VAWA, Title IX, student conduct, and Counseling and Psychological Services) in mitigating the community’s exposure to security risks; and develops integrated safety strategies in compliance with applicable federal and state laws. The director also maintains regulatory compliance issues and required training across campus, e.g., bloodborne pathogens, first aid, etc.

  • Oversee the recruitment and training of professional campus safety officers, student safety assistants, and develop adequate and relevant training programs to ensure the highest level of customer service and proper exercise of authority, while respecting a diverse community of individuals and groups.

  • Collaborate with relevant campus committees and individuals to provide leadership in maintaining, reviewing, and updating security and emergency procedures manuals. Develop procedures that supplement and support approved security, emergency response procedures, policies, and operating statements. The Director is a key member of the Behavior Intervention Team (BIT) and Chairs the Emergency Response Team (ERT). Serve as the primary point of contact for all campus safety and security-related concerns, inquiries, and incidents.

  • Maintain an effective 24/7 information service to the college community, including the Campus Emergency Notification System, Timely Warning Notifications, AlertAware Cellular Telephone Personal Safety Application, Video Surveillance System, and 24/7 Campus Safety telephone and email access.

  • Maintain effective records and ensure the mandated delivery of the annual St. Norbert College Safety and Security Report (ASR), outlining all criminal incidents, relevant conduct matters, personal safety and fire safety issues in accordance with approved standards of reporting and confidentiality in accordance with Jean Clery Act reporting requirements.

  • Conduct educational programs for students, faculty, and staff on crime, personal safety, fire prevention and emergency preparedness, and active threat scenario-based training.

  • Serve as liaison for the College with developing and maintaining an effective working relationship with the De Pere Police and Fire Departments, and serve as representative of the College in dealing with personal safety, security, and fire investigations.

  • Perform additional duties as assigned; supplements professional officer staffing during summer months, manpower shortages, athletic and special events. Attends College and department sponsored professional development opportunities and updates. Maintains relationships with community members neighboring the College. Focuses on personal safety and the safety of others while observing safety, health, and pertinent regulations or practices required by the College or governmental authority.

Required Minimum Qualifications:

  • Bachelor’s degree in criminal justice or related area preferred; or a combination of education, training, and/or experience equivalent to five years that demonstrates the required knowledge, skills, and abilities listed above. An equivalent combination of experience, training, and/or education in security will be considered.

  • Minimum of 5+ years of professional security and safety or 3 years of law enforcement experience.

  • 3 years of supervisory experience preferred.

  • Experience and knowledge of campus safety and law enforcement policies and procedures are preferred.

  • Valid Driver’s License.

  • Appropriate safety and emergency training experience.

  • Ability to make accurate decisions reflecting sound judgment, knowledge of law, and adherence to established guidelines and procedures.

  • Extensive knowledge of State and Federal statutes required.

  • Ability to work in a fast-paced environment.

  • Familiarity with NIMS/ICS emergency management functions.

  • Ability to provide customer and personal services to the community.

  • Ability to compose and write reports, forms, memos, and legal documents.

  • Ability to analyze situations, solve problems, and make decisions under pressure in the area of responsibility

  • Ability to use the Campus Emergency Notification System (CENS).

  • Skilled at employee supervision and management, including working through scheduling conflicts.

  • Knowledge of computer programs (Microsoft Office, Google Apps) and ability to learn upgrades and new programs as needed.

  • Ability to function in high-stress environments.
