Main Purpose of Job
The Director of Budget, Finance, and Projects serves as a member of the Senior Leadership Team for the Maryland Department of Human Services (DHS) and reports to the Secretary. This position provides leadership and oversight for all activities related to finance, budget, and project management for the MD THINK program. Responsibilities include the development and maintenance of budget Standard Operating Procedures, preparation of program budgets, budget statements for federal and steering committee reports, and collaboration with the Executive Director and Finance team to manage planning, monitoring, tracking, and reporting of the MD THINK Budget. The incumbent must have experience in the interpretation of State and Federal Statutes and Regulations.
Position Duties
Minimum Qualifications
Education: A Bachelor’s Degree from an accredited college or university in Business Administration, Finance, Accounting, or a related field.
Experience: Five (5) years of professional experience managing, designing, and developing financial control systems. Three (3) years must include supervising professional employees, and two (2) years must be in federal, state, or local Government Accounting. Applicants may substitute a Master’s Degree or CPA for one year of the required experience.
Licenses, Registrations, and Certifications: A valid motor vehicle operator’s license in the State of Maryland may be required.
