Job Summary: The Baltimore City Department of Housing & Community Development (DHCD) was created in 1968 to strengthen city neighborhoods through community development and housing initiatives. With over 400 employees, DHCD manages various funding sources and enforces building codes, aiming to meet housing and neighborhood needs. The Chief of Administration - Homeownership and Housing Preservation plays a vital leadership role, overseeing customer service operations, supervising accounts payable, and supporting administrative initiatives to ensure efficient service delivery.

Essential Functions:

  1. Supervise office support staff to ensure operational efficiency, goal attainment, budget adherence, and grant compliance.
  2. Oversee DHCD properties, including contract administration and project management.
  3. Manage special projects assigned by the deputy commissioner, ensuring alignment with division goals.
  4. Develop and implement project plans, coordinating across teams.
  5. Track and report project progress to senior leadership.

Minimum Qualifications:

  • Education: Bachelor’s degree from an accredited college or university.
  • Experience: Five years of administrative or professional work experience.
  • OR: An equivalent combination of education and experience.

  • Knowledge of public and business administration principles.
  • Knowledge of information collection, interpretation, and presentation methods.
