Director, Central Accounting Operations

The Office of the Chief Financial Officer (OCFO) is the steward of the Government of the District of Columbia’s (District’s) finances. Since its creation in 1996, OCFO’s mission is to ensure the financial integrity and long-term fiscal health of the District. OCFO accomplishes this mission by ensuring balanced budgets, unqualified or “clean” audit opinions, and access to quality credit markets with high and improving bond ratings.

OCFO’s operational responsibilities include forecasting the District’s revenues and financial condition, developing and managing the District’s budget, administering the District’s taxes, and executing and recording the District’s financial transactions. In addition, OCFO administers the District’s lottery and gaming programs, and oversees the finances of the University of the District of Columbia and the Washington Convention and Sports Authority (Events DC).

We are in search of an Director of Accounting Operations (Director, Central Accounting Operations) . The incumbent oversees accountability and direction for all central accounting functions and serves as a principal advisor to the Deputy CFO for Financial Operations and Systems and the Deputy Controller on matters related to maintaining and controlling the District’s automated general ledger. The role also provides expert guidance in the planning, development, and implementation of new accounting systems, processes, and enhancements.

Additional duties include, but are not limited to:
Accounting and Management
  • Leading District-wide accounting operations.
  • Ensuring compliance, process improvement, and strong internal controls.
  • Providing guidance to agencies.
  • Advising senior leadership.
  • Overseeing financial reporting, staffing, and performance management.
Administrative Duties

Performs other related duties as assigned.

Minimum Qualifications:

Eight (8) years of progressive experience performing related duties and responsibilities such as overseeing the operations for a large-scale public sector or government accounting organization; conducting detailed assessments of accounting practices, business processes, and financial data to identify deficiencies and implement solutions; and collaborating, guiding, and directing others toward established goals. Incumbent must also have an expert level of knowledge of accounting standards and techniques, financial reporting concepts, principles, and laws. At least two (2) years of experience leading and managing staff at various levels.

In addition

– Applicant must have a bachelor’s degree earned at an accredited US institution in accounting or related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. This can include up to six (6) hours of business law. Applicants must submit an official transcript that verifies a degree in accounting or related field and 24 semester credit hours in accounting in order to be considered. If applicable, your application package must include a foreign credential course by course evaluation of all foreign transcripts. Acceptable foreign credential equivalency reports must be provided by organizations that have current membership with the National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators (AICE).
