Job description

Position Overview

The Director of Nuclear Services Operations is responsible for overseeing and managing all aspects of nuclear services projects with an emphasis on heavy construction and union workforce management. This leadership role ensures the successful execution of complex construction projects, supporting operations from planning and mobilization through completion, while maintaining strict compliance with regulatory standards and safety practices. The director acts as a liaison between project stakeholders, union representatives, and internal teams to drive operational excellence and foster a collaborative work environment.

Key Responsibilities
  • Project Oversight: Lead and direct nuclear services operations for large-scale construction projects, ensuring timely, efficient, and safe execution of all project phases.
  • Union Workforce Management: Build strong relationships with union leaders, interpret contractual agreements, resolve workforce issues, and ensure compliance with labor agreements and employment laws.
  • Construction Planning & Execution: Develop and implement project plans, schedules, and budgets for heavy construction activities within nuclear facilities. Coordinate mobilization, resource allocation, and logistics.
  • Safety & Regulatory Compliance: Ensure all operations meet federal, state, and local regulatory requirements, including NRC, OSHA, and environmental standards. Promote a culture of safety and continuous improvement.
  • Stakeholder Communication: Serve as the point of contact for clients, regulatory agencies, contractors, and union representatives. Provide regular project updates and address concerns proactively.
  • Risk Management: Identify potential risks associated with nuclear services operations and construction activities. Develop mitigation strategies and contingency plans.
  • Budget & Cost Control: Oversee project budgets, manage costs, and ensure financial targets are met. Approve expenditures and monitor financial performance.
  • Team Leadership & Development: Recruit, train, and mentor project management staff. Foster a collaborative, high-performance culture focused on operational excellence.
  • Quality Assurance: Establish and maintain quality control standards for construction and nuclear services operations. Conduct audits and inspections to ensure work meets specifications.
Qualifications
  • Education: Bachelor’s degree in engineering, construction management, or a related field. Advanced degree preferred or comparable years of experience.
  • Experience: Minimum of 10 years in nuclear industry operations, with at least 5 years in a senior management role overseeing heavy construction projects and unionized workforce.
  • Certifications: PMP, OSHA 30, or equivalent certifications are desirable.
  • Skills:
  • Deep understanding of nuclear facility operations, safety protocols, and regulatory requirements.
  • Proven track record in managing union workforce and interpreting labor agreements.
  • Strong leadership, organizational, and communication skills.
  • Expertise in project management, budgeting, and risk mitigation.
  • Ability to build and maintain relationships with stakeholders at all levels.
Working Conditions
  • Primarily field/project-based with frequent significant volume of visits to nuclear facility construction sites.
  • Travel required to project locations, union meetings, and regulatory agencies.
