About the Role

AER is seeking an experienced and mission-driven Director, Loan Management & Relief Services Systems, to oversee our accounts receivable operations and lead initiatives related to our case management system. Reporting directly to the Chief Operating Officer, this role ensures the integrity of our loan repayment processes and supports strategic technology improvements to better serve Soldiers, retired Soldiers, and their families.

*This key director position begins with a structured training program within the Financial Assistance Directorate before assuming full responsibilities.

Loan Management & Compliance

  • Oversee daily loan repayment operations, including processing, adjustments, bankruptcies, and collections.
  • Manage allotment processes with the Defense Finance and Accounting Service (DFAS).
  • Develop, implement, and update policies, procedures, and internal controls to ensure operational compliance with AER’s mission, legal standards, and business rules.
  • Lead the AER Section Audit Program across 70 field sections.
  • Analyze and report loan data to inform decision-making and improve outcomes.
  • Lead, supervise, and develop four (4) loan management specialists.
  • Serve as the lead project manager for AER’s case management system.
  • Guide the design, development, testing, and implementation of system updates and enhancements.
  • Ensure projects are completed on time, within scope and budget, and meet defined objectives.
  • Drive cross-functional communication, coordination, and synchronization of priority activities across all six (6) AER functional directorates.

Training & Stakeholder Engagement

  • Provide training to internal staff and external partners on AER policies, processes, and systems.
  • Represent AER in briefings and engagements with stakeholders across the Army community.
  • Routine travel to US Army Installations / AER Sections required annually (1-4 trips / year – needs based).

What We’re Looking For

  • Deep knowledge of Army programs, military pay, and HR systems
  • Bachelor’s degree in Finance, Business, or related field (preferred)
  • Strong skills in analysis, communication, and project leadership
  • Proficiency with Microsoft Office (Teams, Excel, PowerPoint, Word)
  • Experience with nonprofit systems or case management software a plus
