Job description

The Director, IT Infrastructure Services, under the general direction of the Chief Information Officer (CIO), provides strategic, architectural, and operational leadership for Yavapai College's enterprise IT infrastructure across all district campuses and centers. This position is responsible for ensuring the reliability, security, scalability, and lifecycle integrity of the college's foundational technology services, which include campus and wide-area networking, server and virtualization platforms, data storage and backup, cloud services, database systems, physical security and access control, and voice/telephony communications.

The Director leads a team of systems/database administrators, network administrators, and physical security specialists. This position also serves as a senior member of the ITS leadership team, contributing to the district's technology plan, technology roadmap, and digital transformation initiatives.

This position partners closely with the Chief Information Security Officer (CISO) and other ITS directors to ensure that infrastructure services are secure, compliant, and aligned with Yavapai College's institutional mission.

Key Responsibilities

Strategic & Architectural Leadership

• Collaborates with the CIO and ITS leadership team to develop, communicate, and execute the district's multi-year IT infrastructure strategy, ensuring alignment with the YC strategic plan and institutional priorities.
• Establishes and governs enterprise reference architectures covering campus and wide-area networking, server and virtualization platforms, storage, data backup and recovery, unified communications, wireless, and data center systems.
• Develops and maintains a cloud infrastructure strategy — covering public, private, and hybrid cloud platforms (e.g., Microsoft Azure, Microsoft 365) to ensure scalability, cost-effectiveness, and alignment with district modernization goals.
• Contributes to the development and annual refinement of the YC Technology Plan and participates in IT governance committees (e.g., Technology Advisory Committee, Change Advisory Board).
• Researches emerging infrastructure technologies and provides recommendations to the CIO on applicability and adoption.

Infrastructure Operations & Service Management

• Oversee the design, operation, and lifecycle management of all district enterprise IT infrastructure services.
• Ensures high availability, reliability, performance, and scalability of all infrastructure services through robust monitoring, capacity planning, lifecycle management, and vendor support agreements.
• Establishes and matures IT service management (ITSM) practices aligned with ITIL frameworks, including incident management, problem management, change management, configuration management, and release management processes.
• Monitors infrastructure performance metrics, incident trends, outage reports, and service delivery outcomes.

Disaster Recovery & Business Continuity

• Leads disaster recovery (DR) and business continuity planning (BCP) for all infrastructure services, including development, documentation, regular testing, and alignment with college-wide continuity plans.
• Leads major incident response for infrastructure outages, ensuring timely escalation, stakeholder communication, root-cause analysis, and implementation of corrective actions.

Security, Compliance & Risk Management

• Partners closely with the Chief Information Security Officer (CISO) to ensure infrastructure architecture, configurations, and operational practices align with the college's information security policies, standards, and applicable regulations.

Team Leadership & Professional Development

• Provides direct supervision, performance management, and professional development for the Infrastructure Team.
• Develop and implement succession planning and staff development pathways to build team depth and ensure operational continuity across all infrastructure domains.
• Ensures infrastructure teams operate with a strong customer-service mindset, fostering collaborative relationships with other ITS teams, college departments, and all stakeholders.

Budget, Procurement & Vendor Management

• Determines fiscal requirements, prepares annual and multi-year budget projections for the infrastructure domain, and monitors, verifies, and reconciles expenditures against budgeted funds.
• Builds and manages strategic relationships with technology vendors, contractors, and consortium partners; leads contract negotiations for infrastructure-related hardware maintenance, software licensing, and service agreements.

Education

Bachelor’s degree in Computer Science, Information Technology, Information Systems, or a closely related field — OR an equivalent combination of education and professional experience sufficient to perform the essential duties of this position.

Experience

Minimum of 8 years of progressive experience in enterprise IT infrastructure, with at least 3 years in IT management or supervisory role overseeing teams of technical professionals.

Knowledge/Skills/Abilities

• Demonstrated knowledge of a wide range of infrastructure technologies and cloud services.
• Demonstrated ability to develop and communicate IT infrastructure strategy, architecture, and roadmaps to both technical and non-technical stakeholders.
• Working knowledge of IT service management (ITSM) frameworks, including incident, change, and problem management.

• Proven ability to manage departmental budgets, vendor relationships, and multi-year capital planning for technology infrastructure.
• Demonstrated commitment to customer service, team development, and cross-departmental collaboration.
• Regular, reliable attendance and the ability to respond to after-hours infrastructure incidents when required.

Education

Master's degree in Computer Science, Information Technology, Business Administration, or a closely related field.

Experience

Higher education administrative experience, preferably in a community college environment.

Knowledge/Skills/Abilities

• Experience with Microsoft Enterprise Platforms (Azure, Entra, 365) and hybrid cloud architecture.
• Relevant industry certifications such as: CCNA, CCNP, or CCIE (Cisco); Azure Solutions Architect; AWS Solutions Architect; CISSP; PMP; or equivalent.
• Demonstrated experience with disaster recovery planning, testing, and execution.
