Job Summary

The Director, Infrastructure & Risk Center of Excellence (COE) will play a critical leadership role in setting up a newly formed 1A risk team within the Bank's Technology Infrastructure (TI) organization. This role is accountable for building and leading a high-performing team that collaborates with IT departments (e.g., cloud, mainframe, database, middleware, operations, DR), enterprise risk and security teams, and 2LOD. The leader is responsible for transforming existing 1st line risk practices and enhancing the TI organization's risk profile, ensuring compliance with regulatory, internal risk, and audit standards while fostering a proactive risk management culture across IT to support TI's strategic goals.

What is the Opportunity?

The Director, Infrastructure & Risk COE will lead the establishment of a new 1A risk team within the Bank's Technology Infrastructure (TI) organization. This involves building a high-performing team that works with various IT departments and risk functions to improve risk practices and profiles, ensuring compliance and fostering a risk-aware culture.

What will you do?

  1. Develop program roadmaps, project, and implementation plans aligned with executive approval.
  2. Build and lead a dynamic team with expertise in technology and IT risk to support diverse IT functions.
  3. Establish processes to ensure TI activities comply with enterprise and regulatory standards, enabling clear risk traceability.
  4. Create and present reports to senior/executive leaders on risk and compliance initiatives.
  5. Design processes within TI Towers to systematically track risk-related work supporting progress and reporting.
  6. Support IT personnel in controls testing, risk assessments, audit responses, and regulatory submissions.
  7. Facilitate internal interactions between TI Towers and other risk/regulatory functions.
  8. Implement and support risk activities such as issue management, controls development, risk assessments, and supplier management to ensure effective delivery.
Must Have:
  • 8+ years in IT Risk management across any of the 3 lines of defense.
  • Deep expertise in risk management frameworks and standards relevant to US and Canada, with beneficial knowledge of UK and APAC regulators.
  • Understanding of infrastructure and middleware platforms like cloud, mainframe, database, and operations.
  • Proven leadership in setting up and managing high-performing teams in complex environments.
  • Ability to design and implement risk tracking and reporting processes.
  • Strong relationship-building skills across functions and organizational levels.
  • Excellent analytical and problem-solving skills, capable of creating scalable risk management processes.
  • Experience in transforming and modernizing risk processes, integrating legacy and modern IT practices.
  • Passion for improving risk management experiences and stakeholder engagement.
