Job summary

Contexture is seeking a Director of Government Relations to lead Colorado state agency relationships, manage contracts, and oversee project delivery. This role requires independent work and strong collaboration with multiple departments, including health and human services.

The position is based in Denver or Grand Junction with local residency required and flexible work-from-home options. A minimum of 8+ years in related fields is expected, with PMP/CPM certification strongly preferred.

Responsibilities

  • Serve as primary contact with Colorado state agencies and act as liaison with Contexture departments.
  • Engage agency leadership to build and maintain Colorado initiatives portfolio from contract through implementation.
  • Monitor portfolios to ensure contracted delivery of products and services.
  • Coordinate invoicing and revenue recognition documentation.
  • Provide regular status updates and facilitate decision-making on scope and priority.
  • Coordinate project management across multiple internal departments.
  • Ensure high-quality customer service to state government customers.
  • Develop scopes of work and contracts for Medicaid, public health, and grant projects.
  • Support CSRI coordination as needed.
  • Build relationships with stakeholders to identify collaboration opportunities.
  • Supervise staff, manage recruitment, onboarding, and performance reviews.

Hiring Range (Monthly Pay): $8,500 - $9,583

Summary

The Director, Government Relations in Colorado is responsible for managing contracts and relationships with Colorado state agencies (e.g., the Departments of Public Health and the Environment, Health Care Policy and Financing, Department of Regulatory Affairs, Office of information Technology, and Behavioral Health Administration). This position manages a growing portfolio of existing projects and leads the development of new and innovative projects. Work with includes program management of all deliverables within stated deadlines, internal coordination of the contracts with various departments in Contexture, coordinating invoicing and revenue monitoring, and writing reports.

The Director will help the state agencies partner with the health information exchange to accomplish strategic goals, including improving health outcomes, promoting an integrated healthcare system, and strengthening health information technology infrastructure. This role requires the ability to work independently as well as with a variety of groups. Maintaining flexibility while working on various project efforts simultaneously is key to this role.

This position is based in Denver Colorado; or Grand Junction, Colorado and requires local residency in one of these base locations. Our strategic flexibility allows for local work from home opportunities.

Essential Duties And Responsibilities Include The Following
  • Serve as primary point of contact with Colorado state agency partners, building strong relationships and acting as liaison between agencies and Contexture departments.
  • Engage executive leadership of state agencies to build and maintain a portfolio of Colorado initiatives and relations, overseeing projects from contract negotiation through development and implementation.
  • Continually monitor portfolios to ensure products and services are delivered as contracted (or otherwise agreed upon), including, but not limited to, scope of service and timeline.
  • Coordinate the notification and completion of necessary documentation for invoicing and revenue recognition.
  • Provide regular status updates that identify barriers, recommend solutions, and facilitate decision-making on the scope of projects and the prioritization of efforts.
  • Coordinate complex project management functions across multiple internal departments.
  • Ensure state government customers receive the highest standard of customer service.
  • Develop scopes of work and contracts to support Medicaid, public health, human services, and grant funded projects in collaboration with other departments.
  • Support the coordination with the Consortium for State and Regional Interoperability (CSRI) as needed.
  • Build and strengthen relationships of trust and confidence with stakeholders to proactively identify opportunities for collaboration.
  • Provides daily supervision and management of assigned staff, maintain allocated staffing levels including leading recruitment efforts, training, and creating on-boarding plans for new or transferred employees, performance management including annual reviews, disciplinary actions, and terminations.
  • Performs other related duties as assigned.
Skills

Education/Experience
  • Minimum of 8+ years of related experience in the fields of state government, healthcare, public policy, or technology.
  • Bachelor’s Degree required preferably in Healthcare, Business, Public Administration, or another related field.
  • Master’s Degree preferred.
  • Project Management Professional (PMP) or Certified Public Manager (CPM) certification strongly preferred.
Work Environment

The position may require occasional availability for after-hours work, outside of regularly scheduled hours.
