Position Summary

The Director, Government Affairs – East is responsible for shaping Empower’s legislative and regulatory strategy across the Eastern United States, building trusted relationships with state and local policymakers to advance our mission of expanding access to high-quality, affordable medication. This role serves as Empower’s lead advocate and strategist in the region, ensuring that evolving state pharmacy laws, healthcare policies, and political dynamics are navigated with foresight and alignment. Through proactive engagement, strategic communication, and policy influence, this leader strengthens Empower’s voice across critical markets and accelerates our impact in healthcare transformation.

Duties and Responsibilities
  • Leads Empower’s state and local government affairs strategy across the Eastern U.S., identifying legislative and regulatory opportunities and risks impacting pharmacy operations, patient access, and business expansion.
  • Establishes and nurtures strong relationships with elected officials, regulatory bodies, healthcare coalitions, and trade associations to influence policy outcomes that support Empower’s strategic objectives.
  • Monitors legislative sessions, rulemaking activity, and enforcement trends across key states; translates developments into clear guidance for internal stakeholders and action plans for leadership.
  • Partners with Legal, Regulatory Affairs, Compliance, and Market Development teams to align policy positions, regulatory responses, and advocacy strategy with business goals and operational realities.
  • Represents Empower in regional coalitions, working groups, and advocacy forums, advancing positions on pharmacy practice, reimbursement, telehealth, and compounding regulation.
  • Develops and delivers position statements, comment letters, executive briefings, and testimony that clearly communicate Empower’s perspective to state policymakers and health officials.
  • Drives coordinated, data-informed outreach efforts across target states to support licensure initiatives, facility expansion, and the evolution of 503A and 503B pharmacy frameworks.
  • Leverages artificial intelligence (AI) and policy-tracking platforms to forecast regional regulatory trends, evaluate legislative risk, and optimize engagement strategies.
  • Collaborates with corporate communications and executive leadership to ensure consistent messaging and reputation management across public and governmental channels.

Experience and Qualifications
  • Minimum of 10 years of experience in government affairs, public policy, or regulatory strategy, with a focus on healthcare, pharmacy, or life sciences industries.
  • Requires a bachelor’s degree in public policy, political science, health law, or a related field; master’s degree or Juris Doctor (JD) strongly preferred.
  • Registration as a state lobbyist may be required depending on jurisdiction; Certificate in Legislative and Regulatory Affairs (CLRA) preferred.
  • Demonstrated experience leveraging AI in daily work to drive efficiency, solve problems, and enhance decision-making—adept at integrating AI-powered solutions into all workflows.
