Hourly Pay Range (Minimum - Midpoint - Maximum): $76.927 - $99.261 - $121.595

What You Will Do

The Regional Director Facilities Management and Development (FMD) is responsible for the management of the bidding, design, permitting, construction, budget, and schedule for most capital (facility) improvement projects within the assigned market/region and in compliance with Sharp HealthCare Policy #10107, Management of Capital Improvement Projects.

This includes oversight and leadership of FMD construction and engineering team members within the assigned market/region. Participates in establishing and supporting the organization's strategic objectives. Provides functional expertise, financial management, and directs standards of practice/process improvement initiatives.

Required Qualifications

  • Bachelor's degree in architecture, construction management, engineering, or business.
  • 10 or more years' experience in healthcare construction management and healthcare building design with a resume of diverse projects.
  • 3 years' experience effectively managing large teams within an acute care setting.
  • Recent experience in the construction of a mega hospital project in California (e.g., hospital tower, outpatient facilities, etc.).

Preferred Qualifications

  • Master's degree in architecture, engineering, construction management, business, or health administration.
  • Experience working within a multi-facility health care system.
  • Registered Architect - CA Architects Board.
  • PMI Project Management Professional (PMP) certification.

Other Qualification Requirements

  • Preferred certifications: Registered Professional Engineer (CA), CCM, LCI CPC or CPD, ASHE.

Essential Functions

  • Functional Duties
    Construction management for all Sharp construction projects. This responsibility includes the administration of projects consistent with Sharp Policy #10107, Management of Capital Improvement Projects.
    Manages the Capital Improvement Project process on all projects, including:
    • Development of Request for Qualifications and Request for Proposals
    • Establish high-performance teams to ensure the flawless execution of each project
    • Manage departmental performance against agreed targets and budgets, and within policies and standards
    • Ensure compliance with the entitlement requirements of all local agencies, and with SB 1953
    • Provide excellent communication on the status of projects
    • Hold monthly Construction Steering Committee meetings with each CEO and their executive team to review Project Status and Budget Reports and manage any Owner requests for change
    • Control, manage, and mitigate change/scope creep, ensuring that all scope changes are quickly and properly documented, validated as legitimate, and approved prior to the performance of work
    • Participate in annual budgeting exercises
    • Coordinate with all Sharp stakeholders, i.e., Clinical Users, Engineering, Safety, Infection Control, Information Services, Security, and Supply Chain Services.
    • Ensure effective and safe coordination between all active construction and Engineering projects requiring OSHPD permits, including stakeholder impacts and shutdowns
    • Lead the development of Master Plans and Feasibility Studies
    • Prepare Project Scope and Cost Estimates for the 5 Year Capital Plan
    • Quarterly review of Engineering projects to identify coordination and timing opportunities with other concurrent capital construction projects, and monthly site rounding with Engineering leadership
    • Hold regular monthly meetings with OSHPD on permitting issues to facilitate coordination and expedite reviews.
  • Team Management
    Manage the Senior Project Managers, Project Managers, Associate Project Managers, Project Coordinators, and Senior Inspectors of Record/Inspectors of Record in the Facilities Management Department.
    Oversight of Engineering Services provided through a third-party contractor. Assign FMD resources where needed for routine capital and deferred maintenance.
    Provide performance reviews and develop performance improvement plans if an employee’s performance is not meeting expectations.
    Develop and retain staff, collaborating with Senior FMD Management, Recruiting, and Human Resources.
  • Quality and Process Improvement
    Ensure best practices by participating in the periodic update of the FMD Policies and Procedure Manual, and through post-occupancy Lessons Learned evaluations and training.
    Seek opportunities for departmental improvement and demonstrate leadership and creativity for change initiatives.
    Provide quality control review on all permitting packages to ensure quality submittals.
    Participate in the continued development of building standards, including materials, methods, and FF and E.

Knowledge, Skills, and Abilities

  • A proven record of demonstrating the ability to coordinate well with all stakeholders in the design and construction process, including clinical/non-clinical operations, and support services (in particular Engineering, IT, Biomed, Safety, and Security).
  • Technical knowledge of Project Management tools including scheduling and project management software.
  • Extensive knowledge of OSHPD building codes, various delivery methods, permitting, and construction requirements.
  • Knowledge of in-patient and out-patient healthcare practices, as they relate to the built environment.
