Job summary

DeKalb County Government is hiring a senior facilities leader to plan and direct maintenance, construction, and operation of county facilities and infrastructure. The role oversees staff, budgeting, and contractor management to ensure compliance with federal and state regulations and efficient service delivery.

The position requires a bachelor's degree in a related field, 10 years in facilities management, and five years of senior leadership experience; a master's degree is preferred.

Qualifications

  • Bachelor's degree in Facilities Management, Engineering, Construction Management, or related field required.
  • Ten years of progressively responsible experience in facilities management, building maintenance/repair or construction management.
  • Five years of senior management experience for a comparably sized organization or as a director for a smaller organization.

Responsibilities

  • Manages, directs, and evaluates assigned staff; oversees employee work schedules, reviews timesheets, processes employee concerns and problems, counsels or disciplines as appropriate, completes employee performance appraisals, directs work, and trains staff in operations, policies, and procedures.
  • Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to management and elected officials.
  • Develops and implements long- and short-term plans, goals, and objectives for the department; develops long-term plans for capital improvements to buildings and facilities; and establishes and implements system for managing the maintenance and repair of buildings and facilities.
  • Directs the allocation of department financial resources; develops annual operating and capital expenditure budgets for the department; oversees and provides guidance to subordinate managers regarding the development of individual division budgets and their incorporation into the department-wide budget; directs the allocation and expenditures of the approved department budget; and reviews and submits budget amendments as necessary.
  • Directs, monitors, and inspects work performed by outside contractors; approves and assigns work orders to outside service contractors; reviews and approves contractor's work for quality, completeness, and conformity to contract specifications; consults with contractors; and prepares and maintains related records and reports.
  • Develops bid specifications for facilities maintenance and repair projects and activities; approves Requests for Proposal (RFP); monitors bid kickoff; awards department contracts; and communicates with other County departments and contractors to discuss scope of work, work flow process, inspection process, payment terms, and procedures to resolve non-payment.
  • Develops and implements division budget; projects expenditures for labor, materials and equipment needs; approves invoices; monitors expenditures to ensure compliance with approved budget; and prepares and submits budget documentation and reports.
  • Ensures that assigned County facilities are in compliance with applicable state and federal building regulations, such as the Americans with Disabilities Act (ADA), Clean Water Act, and Clean Air Act.

Purpose Of Classification

Minimum Qualifications

Bachelor's degree in Facilities Management, Engineering, Construction Management, or related field required (Master's degree preferred); ten years of progressively responsible experience in facilities management, building maintenance/repair or construction management, with five years of senior management experience for a comparably sized organization or as a director for a smaller organization; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
