Job summary

The City of Boston’s Department of Innovation and Technology (DoIT) seeks a Director of Enterprise Applications to lead the team that builds and sustains the HCM platform (PeopleSoft HCM) supporting thousands of city employees. This executive role provides strategic direction, oversees contracts and budgets, and partners with City leaders to align technology roadmaps with municipal goals.

Qualifications

• At least five (5) years of full-time, or equivalent part-time, leadership experience in software product management or digital service delivery.
• Bachelor’s degree is required; Master’s may substitute for up to three years of experience.
• Excellent analytical and problem-solving skills.
• Strategic thinking with the ability to define a multi-year product vision and build buy-in.
• Leadership experience among cross-functional teams delivering new capabilities.
• Experience delivering enterprise software in large organizations and driving adoption.
• Organizational skills to manage a dynamic portfolio across teams, customers, and technologies.
• Strong written and verbal communication for executive-level audiences.
• Proficiency with office productivity applications and software lifecycle tools (e.g., Jira, Visio).
• Ability to exercise good judgment and attention to detail.

Responsibilities

• Direct and oversee the strategic and operational activities of the City’s HCM platform team.
• Establish workforce, succession, and resource strategies for the enterprise HCM system.
• Oversee contracts, vendor partnerships, budgets, and governance to ensure outcomes.
• Set goals, provide feedback, and create development opportunities for the team.
• Foster an inclusive culture that encourages innovation and growth.
• Lead the product management community of practice across City departments.
