Job summary

Par Pacific is seeking a Director of Category Management for Contract Labor Services in Houston, TX. You will lead enterprise sourcing strategy for contract labor and field services across refineries, pipelines, and terminals, driving value through master service agreements, alliance models, and performance-based contracts.

Qualifications

• Bachelor’s degree in Supply Chain, Engineering, Construction Management, Business, Finance, or related field.
• MBA or advanced degree preferred.
• Minimum 15 years of progressive experience in strategic sourcing, supply chain leadership, construction, maintenance, turnaround management, or field operations in refining, midstream, petrochemical, or heavy industrial environments.
• Minimum 10 years leading teams and developing leaders.
• Demonstrated success managing large, complex contract labor and field services spend portfolios and enterprise negotiations.
• Strong commercial acumen with ability to influence senior stakeholders in operations, maintenance, turnarounds, and capital projects.
• Working knowledge of contractor safety management, PSM, OSHA, and refinery site execution practices.
• Experience with turnaround sourcing, alliance contracting, and master service agreements preferred.
• Knowledge of craft labor markets, prevailing wage, union environments, and contractor productivity benchmarking preferred.
• Experience with performance-based contracts, integrated services, and digital field execution tools preferred.
• Knowledge of AI technologies and their practical application to procurement and spend analytics preferred.
• Familiarity with contractor pre-qualification platforms (e.g., ISNetworld) preferred.

Responsibilities

• Lead enterprise sourcing strategy for contract labor and field services across refineries, pipelines, and terminals.
• Negotiate master service agreements and performance-based contracts.
• Develop and execute site and enterprise RFx events and contracting models.
• Coach Category Managers and procurement staff; drive safety culture.
• Partner with executive stakeholders to align sourcing with operations and capital projects.
• Oversee contractor relationship management and risk mitigation.
