Job Summary

The Compliance Director is responsible for all aspects of the Fund Office’s compliance with financial and reporting regulations pertaining to the administration of its retirement and health & welfare employee benefit and other funds. This includes planning, directing, developing, and implementing policies and procedures to ensure compliance with local, state, and federal regulations. The role reports to the Fund Office’s Executive Director and positions as a member of the leadership team.

Key Job Responsibilities
  • Plan and implement short- and long-term goals for compliance programs, forecasting compliance requirements and preparing annual budgets.
  • Monitor the compliance unit’s progress, initiating corrective action as needed to achieve desired results.
  • Communicate with the Executive Director, Board, committees, union officials, employers, members, professional advisors and governmental agencies on compliance requirements; oversee participant communications, including development of plan communication materials.
  • Develop and maintain written compliance policies and procedures.
  • Monitor relationships with outside lawyers, track litigation, facilitate resolution of issues.
  • Manage the employee benefit plan appeals process, ensuring quality assurance of controls and processes.
  • Oversee operations of pension, annuity, and health processing functions, and performance of service providers for health & welfare plan and other funds.
  • Monitor compliance of plan documents with regulatory and legal requirements through internal control systems.
  • Conduct periodic audits of policies, procedures, and operations to identify transactional and systemic problems, developing and implementing training and process improvements.
  • Oversee governmental compliance testing, reporting, and filings (tax, 5500 forms, participant notices, etc.) with the Executive Director and other stakeholders.
  • Track laws and regulations, maintain industry contacts, staying current on regulatory events and trends that could affect plans and operations.
Key Experience Requirements
  • Minimum bachelor's degree (law or related advanced degree desirable).
  • 12–15 years of employee benefits regulatory or compliance experience, including leadership of relevant function or unit and executive-level decision making.
  • Broad-based knowledge of human resource, pension, and health & welfare benefit plans, including ERISA, HIPAA, IRC, and fiduciary responsibilities.
  • Proficiency in relevant computer applications and software, including automated claims processing systems.
  • Excellent oral and written communication skills and ability to influence diverse audiences.
  • Excellent interpersonal skills for collaboration with diverse groups.
  • Demonstrated record of identifying quality and operational improvement needs and implementing solutions.
