Job description

Class Purpose

The Peralta Community College District is hiring for three (3)Director, Business Services positions. The positions will belocated at College of Alameda, Berkeley City College, and OaklandCity College. While the District will consider your preferredplacement, final placement will be based on the needs of theDistrict and the positions available at the time ofappointment.

Under general direction, performs a variety of responsible dutiesrelated to the financial management of a campus; plans, organizes,and directs the programs, operation and activities ofadministrative services including the functions of fiscalmanagement, budgeting, facilities maintenance, emergencypreparedness, bursar operations, bookstore; supervise and evaluatethe performance of assigned staff.

Examples of Duties

Examples of duties may include, but are not limited to, the following:

  • Plans, organizes, and directs the programs, operations, andactivities for the department, including campus safety, budgeting,fiscal management, facilities planning, and other campus supportfunctions.
  • Serves as liaison for the District Service Center forfacilities and administrative services.
  • Works collaboratively with college administrators and staff todevelop and administer the college budget in alignment withDistrict policies and procedures.
  • Provides leadership in the development of budget proposals andallocation processes; prepares, monitors, and controls the collegeoperating budget.
  • Manages a variety of funds and accounts, including general,categorical, and grant-funded programs.
  • Reviews financial transactions and records to ensure accuracy,solvency, and conformance with generally accepted accountingprinciples, District policies, and contract requirements.
  • Directs and maintains accounting and reporting systems toensure the effective monitoring and control of fiscaloperations.
  • Analyzes and recommends improvements to fiscal procedures toenhance operational efficiency and accountability.
  • Oversees cash handling and collection activities in accordancewith established District policies and procedures.
  • Directs the collection, accounting, of tuition, fees, bookstorerevenue payments, and deposits.
  • Performs fiscal and operational analyses to support strategicplanning, including financial performance, productivity, andoperational efficiency.
  • Prepares financial and enrollment projections and relatedanalytical reports.
  • Develops and implements plans to improve and restructureoperations and programs as appropriate.
  • Provides leadership and technical support to campus personnelin designing and implementing efficient business processes.
  • Develops and communicates campus safety procedures inconsultation with staff.
  • Participates in safety and threat assessment committees andassists in coordinating emergency preparedness drills and relatedactivities.
  • Serves as liaison to the District Service Center and theDivision of Administrative Services.
  • Coordinates the use of college facilities and oversees theprocessing of facilities-relatedcontracts.
  • Supervises the maintenance, inventory control, and managementof college equipment and property.
  • Performs other related duties as assigned.
Minimum Qualifications
  • Bachelor’s Degree from an accredited college or university inbusiness or finance
  • Three (3) years of comprehensive and increasingly responsiblemanagement or supervisory experience in business or financeadministration or a related field.
  • Evidence of sensitivity to and understanding of the diverseacademic, socioeconomic, gender, cultural, disability, and ethnicbackgrounds of community college students, faculty, staff, andcommunity.
Desirable Qualifications
  • A Master’s Degree from an accredited college or university inbusiness, accounting or a related field,
  • A Certified Public Accountant (C.P.A.) license.
Knowledge, Skills, and Abilities
Knowledge of:
  • Principles and practices of public sector fiscal management,budgeting, accounting, and financial reporting.
  • Principles and practices of budget development, monitoring,forecasting, and expenditure control.
  • Applicable laws, regulations, policies, procedures, andcollective bargaining provisions governing fiscal andadministrative operations in a public educational environment.
  • Generally accepted accounting principles and internal controlsapplicable to governmental and educational organizations.
  • Grant, categorical, and restricted fund administration andreporting requirements.
  • Principles and practices of cash handling, revenue collection,deposits, and financial reconciliation.
  • Methods and techniques of financial, operational, enrollment,and productivity analysis.
  • Principles and practices of facilities planning, property andinventory management, and facilities-related contracting.
  • Principles and practices of supervision, training, performanceevaluation, and employee development.
  • Modern office practices, business technology, EnterpriseResource Planning Systems, and spreadsheet applications used tosupport administrative and fiscal operations.
Ability to:
  • Plan, organize, direct, and evaluate comprehensive campusadministrative and fiscal operations.
  • Develop, administer, monitor, and control complex operatingbudgets and make appropriate recommendations regarding resourceallocation.
  • Analyze financial and operational data, identify trends andvariances, and develop projections, reports, andrecommendations.
  • Interpret and apply laws, regulations, District policies,procedures, contracts, and funding requirements affecting campusoperations.
  • Ensure the accuracy, integrity, and appropriate control offinancial transactions, records, accounts, and reportingsystems.
  • Manage and monitor multiple funding sources, including general,categorical, grant, and restricted funds.
  • Identify operational issues and develop and implement effectivesolutions, process improvements, and organizational changes.
  • Establish and maintain effective internal controls andadministrative procedures.
  • Coordinate effectively with District offices, collegeadministrators, faculty, staff, contractors, and otherstakeholders.
  • Communicate complex financial, operational, and administrativeinformation clearly and effectively, both orally and inwriting.
  • Exercise sound judgment and discretion in addressing sensitivefinancial, operational, personnel, and safety matters.
  • Supervise, train, motivate, and evaluate assigned personnel andpromote effective teamwork and customer service.
  • Coordinate multiple priorities and meet deadlines whilemaintaining accuracy and accountability.
  • Prepare clear, concise, and accurate reports, analyses,recommendations, and presentations.
  • Establish and maintain effective working relationships withindividuals from diverse backgrounds and with varying levels oforganizational responsibility.
