Job summary

Omaha Public Power District is seeking a Director, Associate General Counsel to partner with the Vice President and General Counsel and advise the Board and senior leadership. This role oversees a broad legal portfolio, shaping processes, tools, and practices for an evolving in-house function and guiding major enterprise decisions.

You will begin as a senior individual contributor, with potential growth into leadership and possible supervision of attorneys or legal staff as the department

Qualifications

  • Juris Doctor degree and license to practice law in Nebraska or applicable state.
  • Extensive experience in commercial contracting, governance, and advising executives.
  • Ability to manage outside counsel and translate legal risk into business solutions.

Responsibilities

  • Serve as trusted advisor to executive leadership and the Board on complex matters.
  • Lead negotiation, drafting and review of commercial agreements (power, construction, interconnection).
  • Provide practical legal counsel on employment, procurement, governance, compliance, and litigation management.
  • Identify and mitigate legal/regulatory risks involving public power operations and infrastructure.
  • Supervise outside counsel as the department grows.

As Director, Associate General Counsel, you will work closely with the Vice President and General Counsel while serving as a trusted advisor to executive leadership, the Board of Directors, and business leaders across OPPD.

As Director, Associate General Counsel, you will work closely with the Vice President and General Counsel while serving as a trusted advisor to executive leadership, the Board of Directors, and business leaders across OPPD.

This is an opportunity to take ownership of a broad legal portfolio, influence major enterprise and infrastructure decisions, and help shape the processes, tools, and practices of an evolving in-house legal function.

The Impact You Will Have
  • Serve as a trusted legal advisor to executive leadership and the Board on complex legal, governance, and business matters.
  • Lead the negotiation, drafting, and review of complex commercial agreements, including power purchase agreements, engineering and construction agreements, interconnection documents, property interests, and vendor and service contracts.
  • Deliver practical legal counsel across employment, procurement, corporate governance, compliance, ethics, litigation management, and other operational matters.
  • Identify and help mitigate legal and regulatory risks involving public power operations, reliability, cybersecurity, environmental compliance, major infrastructure investments, and other enterprise priorities.
  • Manage outside counsel and help OPPD balance legal risk with practical, business-focused solutions.
  • Support major generation, transmission, distribution, renewable energy, and capital expansion initiatives by advising on contractual, regulatory, permitting, procurement, and related legal requirements.

During your first 6-12 months, success will mean establishing yourself as a trusted advisor, taking ownership of assigned areas within OPPD's broad legal portfolio, building strong relationships across the organization, and helping develop the processes, tools, and practices needed to support a growing Legal Department.

This position is expected to begin as a senior individual-contributor role working closely with the Vice President and General Counsel. As the department evolves, the role may take on increasing leadership responsibilities, including the potential supervision of attorneys or legal support professionals.

Required Qualifications
What You Will Bring
  • Demonstrated ability to successfully perform the essential duties of the position with or without reasonable accommodation.
  • Juris Doctor degree from an ABA-accredited law school.
  • Active law license in Nebraska or another applicable state.
  • State-specific registration when required for work across jurisdictions.
Desired Qualifications
  • Eight or more years of progressively responsible legal experience, preferably including significant in-house counsel experience.
  • Strong experience in commercial contracting, corporate governance, employment counseling, procurement, and advising business leaders.
  • Experience managing outside counsel and translating complex legal risks into practical business solutions.
  • The judgment and communication skills needed to advise executives, Board members, and partners throughout the organization.
  • Utility, public-sector, infrastructure, construction, or other regulated-industry experience is preferred but not required.

This is an essential position and may require availability outside normal business hours to provide legal support during emergencies or business-continuity events.

Salary/Wage Information

Salary Grade: S10

Min: $166,021

Mid: $207,526
