Job summary

World Bank Group seeks an Extended-Term Consultant (ETC) specializing in Digital Public Financial Management (PFM), IFMIS, data and emerging technologies. The role requires deep expertise in digital government, public sector finance processes, and AI-enabled approaches to reform.

The ETC will support the Digital PFM workstream within the Global PFM Program, collaborating with ministries of finance, regional teams, and country counterparts to translate best practices into practical support for

Qualifications

• Master’s/PhD in information systems, computer science, information technology, public financial management, public administration, economics, engineering, data science, or another relevant discipline.
• At least 5–8 years of relevant professional experience in digital government, PFM information systems, IFMIS/FMIS, or related fields.
• Excellent written and spoken English.

Responsibilities

• Provide technical and functional advice on the design, modernization, implementation, and evaluation of IFMIS/FMIS and related PFM information systems.
• Assess existing digital PFM architectures, including system functionality, coverage, interoperability, data flows, institutional arrangements, and implementation constraints.
• Support AI use cases for PFM, including data requirements, governance, risk, and value realization.
• Engage with World Bank teams and government counterparts during missions and reviews to translate requirements into actionable digital solutions.
